HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS)

Summary You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the USFF HR SERVICES BRANCH, EXECUTIVE SUPPORT OFFICE of PORTSMOUTH NAVAL SHIPYARD. Duties You will be responsible for program administration, planning, developing, carrying out the full range of advisory services, and daily work in the functional areas of Employee Benefits. You will provide a full range of management advisory services on all day-to-day matters involving workers’ compensation and unemployment claims. You will review, analyze, and interpret injury compensation standards established by Congress and the Department of Labor. You will be responsible for administrating all aspects of the Department of Navy’s Federal Compensation Act (FECA) program. Requirements Conditions of employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. FOR THE GS-09 LEVEL

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of Office of Workers Compensation (OWCP), FECA and unemployment program laws and regulations. Experience applying complex fact finding, analytical, and problem-solving methods and techniques to resolve complex problems. Experience organizing and delivering briefings and training to upper-level management and employees to encourage understanding Federal Compensation Act (FECA) policies and procedures. Experience applying analytical and evaluative methods and techniques to program related issues and studies to make recommendations for future actions.

FOR THE GS-07 LEVEL

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting in applying comprehensive knowledge of Office of Workers Compensation (OWCP), FECA and unemployment program laws and regulations. Experience assisting in the application of complex fact finding, analytical, and problem-solving methods and techniques to resolve complex problems. Experience organizing briefings and training to upper-level management and employees to encourage understanding of Federal Compensation Act (FECA) policies and procedures. Experience assisting in applying analytical and evaluative methods and techniques to program related issues and studies to make recommendations for future actions.
