Job Title: Human Resources Director Department: Human Resources Reports To: CEO
Summary: The Human Resources Director provides leadership and oversight for the Human Resources function at Coffey Health System (CHS), supporting the organization's mission, strategic priorities, employees, and leaders. The HR Director is responsible for the effective administration and oversight of human resources programs, policies, processes, and services across the organization, including recruitment and retention, employee relations, compensation, employee benefits, retirement and pension plans, performance management, employee engagement, compliance, and workforce planning. This position serves as a key member of the CHS leadership team and works closely with the CEO, executive team, and other leaders to develop and implement workforce strategies that support the needs of the organization. The HR Director serves as a resource and advisor to leadership and employees and provides guidance on employment practices, workforce needs, employee relations, benefits, compensation, retirement programs, and other human resource matters. The HR Director is responsible for ensuring HR practices and programs are consistent, equitable, legally compliant, fiscally responsible, and aligned with CHS policies and organizational goals. This is a hands-on leadership position that requires the ability to balance strategic planning and organizational leadership with the day-to-day operational needs of the organization. Essential Duties and Responsibilities:
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to compose letters or reports with appropriate grammar, vocabulary, and word usage. Ability to effectively present information and questions from residents, family members, medical staff, and other employees and the general public. Mathematical Skills:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percentage. Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving a few concrete variables in standardized situations. Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Essential Duties and Responsibilities:
- Benefits: Coordinates and directs the administration of the benefit programs. Acts as a liaison with CHS partners regarding coverage, coordination of benefits at on-boarding, open enrollment and separation. Responsible for the maintenance of benefit plans, deduction accuracy and production of related reports.
- Retirement: Acts as the Plan Sponsor for the retirement plan; coordinating and providing oversight for plan compliance, changes and regulatory review.
- Compensation : Participates in a wage review process to obtain market data for review and utilization. Collaborates via board or CEO directives to incorporate changes within the wage compensation scale for salary increases and market adjustments. Initiate wage and status changes as appropriate.
- Employment: Coordinates the recruiting and selection activities of CHS to employ, place, and or transfer internal and external candidates to ensure adequate staffing. Provides oversight regarding the on-boarding process. Works closely with all levels of management to evaluate hiring needs. Provides guidance regarding job descriptions, position requirements, interviewing, candidate selection, and hiring practices. Coordinates with marketing the placement of employment advertising. Adheres to all Federal, State, and Local Regulations governing the employment process. Determines employment offers according to the need, current scale and work experience.
- Workforce Planning & Organizational Support: Monitor staffing, turnover, vacancy, recruitment, and retention trends and provide meaningful information to leadership.Assist with workforce planning, position development, organizational structure, and staffing strategies.Provide HR guidance and assistance related to organizational changes, new services, department restructuring, and other operational initiatives.Provide guidance regarding job classifications, FTEs, compensation, and position requirements as appropriate.Assist leadership with succession planning.
- HR Management Tasks: Oversight to include the HRIS system, personnel handbook / policies, job descriptions, incentive plans and other executive compensation programs within the established guidelines. Provides oversight regarding the FMLA / Work Comp / Leave as required. Ensure proper and timely completion of work within HR department and guidance to HR Generalists. Coordinates team efforts with other departmental representatives.
- Employee Relations & Performance Management : Ensures equitable application of current organizational policies and procedures. Provide guidance and assist leaders and employees with employee relations, workplace concerns, performance issues, conflict resolution, and disciplinary matters.Partner with leaders to address employee performance and conduct concerns in a fair, consistent, and timely manner. Conduct or oversee workplace investigations when appropriate and ensure concerns are appropriately documented and addressed.Maintain appropriate confidentiality while ensuring concerns are escalated to the CEO or other appropriate leadership when necessary.Provide guidance and support to leaders regarding performance evaluations, coaching, corrective action, and employee development.
- Employee Development & Organizational Support: Support the development and implementation of employee engagement, recognition, retention, and organizational culture initiatives. Support leadership development and manager education related to human resource practices, employee relations, performance management, and compliance.Provide oversight of annual employee learning requirements.Assist with organization-wide employee communications and initiatives.Oversee and/or support employee recognition programs, organizational events, benefits meetings, employee meetings, retirement celebrations, and other activities that promote employee engagement and connection to CHS.
- Regulatory Compliance : Interacts with internal and external resources to ensure compliance with legal and contractual requirements (e.g. EEO, Wage and Hour, etc.). Utilizes the consistent application of policies throughout the organization. Provides organizational support in meeting requirements of accrediting and or licensing bodies (e.g. Kansas Department of Health, etc.) and participates in the survey/audit process. Follow the CHS Code of Conduct and work within the personnel / department-based policies.
- Required: Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or a related field. Equivalent combination of education and HR leadership experience may be considered.
- Preferred: MS or MA degree
- Experience in Human Resources, including experience with employee relations, recruitment, benefits, compliance, performance management, and HR operations.
- Knowledge of State and Federal Employment Law.
- Proven ability to handle confidential information.
