The mission of North Carolina Emergency Management is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures. About Hazard Mitigation:
The primary mission of the Hazard Mitigation Section (HM) is to deliver and support mitigation activities across the State of North Carolina as guided and authorized under NC General Statute 166A, the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and other guiding pieces of legislation. The section completes its mission by developing mitigation action plans at the state and local level, managing and implementing grants provided by FEMA for protection of NC residents and their property; acquiring, managing and disseminating geospatial data and flood water information; and managing ghe National Flood Insurance Program (NFIP) for the State. Specific About the Position:
The Program Coordinator assists the Assistant Director for Hazard Mitigation in administering a statewide Hazard Mitigation (HM) program focusing on preparing for future disasters while recovering from recent disasters. The Program Coordinator is responsible for understanding and being able to communicate clear guidance and create administrative procedures assisting the Assistant Director, Management and the HM section as they navigate the wide ranging and complex program of FEMA's Hazard Mitigation Assistance Grants. The Program Coordinator also communicates with stakeholders at the state and local level to clearly explain the purpose and assist citizens with the applications required to successfully compete for and receive HM grant awards. The Program Coordinator analyzes weekly, monthly, quarterly and yearly project data ensuring the state is on target to meet federal grant deadlines and preparing the necessary correspondence and reports meeting federal reporting requirements. We value our employees and are committed to providing flexibility in work schedules. This position qualifies for teleworking on a part-time basis as part of the State Telework Program. DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.
The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management Preferences, including Knowledge, Skills, and Abilities (KSAs), are not required but may be used to determine the pool of most qualified applicants. Managers may also choose to interview/select applicants who demonstrate Management Preferences.

Management Preferences:
- Experience in managing or administering emergency management procedures or federal grant administration procedures
- Experience creating standard operating procedures.
- Experience establishing and maintaining effective working relationships with government employees or officials and the general public
- Experience developing strategic and/or long-range goals for an agency, division, or unit
- Experience initiating and/or implementing organizational programs or procedures.
