SCOPE As a member of the Birth to Three, Early Support for Infants and Toddlers team, the Family Resources Coordinator (FRC) will coordinate services for families of children with developmental delays, serve as a primary contact, and support the Individual Family Support Plan (IFSP) to ensure compliance with Part C services. ESSENTIAL DUTIES AND RESPONSIBILITIES Program Planning / Record Keeping Take the lead for each assigned child and family, ensuring appropriate program implementation. Maintain the state data management system and agency medical record system to access funding. Participate in community meetings to network for program visibility and promote Early Intervention services. Collaborate with other Encompass programs and staff to support family knowledge and participation in other organization programs. Document all parent contacts, complete necessary reports and records to maintain accurate files for program evaluation and monitoring of your caseload. Facilitate the Individualized Family Service Plan (IFSP) for each family, providing support to child/family and therapist. Work collaboratively with therapists and families to ensure services are provided in natural environments, including inclusive playgroups, home, and community settings. Ensure compliance with Encompass, IDEA Part C, and school district policies, procedures, and timelines. Other duties as assigned. Coordinating Services Act as an active participant on the ESIT team to coordinate services and provide teaming support to staff. Collaborate with Family Resource Coordinators to ensure responsiveness to families and ESIT compliance. Advocate for families to coordinate between Encompass services and other community or organizational services. Maintain knowledge of available community resources and make necessary referrals to meet families’ needs. Coordinate with medical and health providers as needed. Direct Service Serve as first contact for incoming families—complete intake process for the scheduled initial evaluation. Schedule interpreting services as requested. Review program information and parent rights with families, providing written materials. Refer to evaluation team for evaluations and assessments. Facilitate the development, review, and evaluation of the IFSP. Track service delivery. Facilitate transition planning to Part B or private services before the child’s third birthday to ensure connection to relevant services or resources when Early Intervention services end. Offer support to families through home visits and required monthly contact. Demonstrate a desire to identify and gain knowledge of individual experiences and societal oppressions impacting ESIT families and children in underserved populations. QUALIFICATIONS Bachelor’s degree in Early Childhood, Human Services, or related field; or at least two years of experience working or volunteering in human services or early intervention, preferably with home visitation; or at least two years of equivalent life experience with early intervention as a parent/caregiver. A combination of experience and education will be considered. Ability to work in a collaborative, fast‑paced environment. Successful experience working with parents and children with special needs. Understanding of child development and background in developmental disabilities. Excellent written and verbal communication skills. Skilled in group facilitation. Experience in home visiting. Basic computer skills. Excellent time management and organizational skills. Ability to work well as a member of a team. CERTIFICATION AND LICENSES FRC year 1 basic training (within 90 days of hire). FRC year 2 training. Ongoing FRC training: 12 hours per year. Child/Infant CPR; First Aid; Blood Borne Pathogens. Valid Washington State driver’s license. Automobile insurance.
