Associate Public Health Sanitarian

DEPT OF ENVIRONMENT PROTECTION

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Wastewater Treatment (BWT) is responsible for the operation and maintenance of all facilities related to the treatment of sewage within the five boroughs of the City. This includes 14 wastewater treatment plants, sludge dewatering facilities, collections facilities (pumping stations, combined sewer overflow retention facilities, regulators, tide gates, etc.), wastewater laboratories and harbor vessels. Under general supervision and with wide latitude for independent judgment, the Trainer (Associate Public Health Sanitarian 03) will design, deliver, and evaluate Environmental Health & Safety (EHS) training programs for DEP staff. This role ensures compliance with OSHA, environmental regulations, and DEP policies while fostering a culture of safety and professional development. Deliver Training Programs: Conduct in person classes on Hazard Communication, Respiratory Protection, PPE, First Aid/CPR/AED, Lab Safety, Waste Management, Fall Protection, Cranes & Rigging Safety, Wastewater Treatment Methods, and other EHS topics. Train New Hires: Lead orientation and safety training for new employees, such as Sewage Treatment Workers, ensuring they understand DEP protocols and operational procedures. Develop Curricula: Research regulations, design new training modules, and update existing presentations to meet DEP and OSHA standards. Maintain Records: Enter training data into agency databases, generate reports for management, and track employee certifications. Evaluate Effectiveness: Review vendor training programs, attend workshops, and provide feedback to improve DEP’s training approach. Support Safety Compliance: Recommend protective equipment, review health & safety plans, and ensure staff follow DEP and OSHA requirements. Collaborate Across Units: Participate in bureau meetings, communicate training needs with supervisors, and provide technical guidance to staff.

ASSOCIATE PUBLIC HEALTH SANITA - 31220

Minimum Qualifications
  1. A baccalaureate degree from an accredited college, including or supplemented by 30 semester credits in the physical and/or biological sciences, i.e., biology, botany, chemistry, geology, physics, physiology, and zoology; of which not more than 12 credit hours may be in the applied sciences, i.e., environmental technology, sanitation technology, medical technology, public health, infection control or food service; and at least two years of satisfactory full-time experience performing inspections to assure compliance with pertinent laws, rules and regulations governing the areas of food, drugs and general environmental conditions; or
  2. An associate degree from an accredited college, with 15 semester credits in the physical and/or biological sciences, of which not more than 6 credit hours may be in the applied sciences, and 4 years of satisfactory full-time experience as described in "1" above; or
  3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have at least 60 semester credits from an accredited college, including at least 15 semester credits in the physical and and/or biological sciences. Furthermore, to assure compliance with Section 11.112 of the Compilation of the Rules and Regulations of the State of New York (NYCRR) – Title 10 (Health), all candidates must have at least 2 years of experience as a public health sanitarian as described in "1" above.
  4. Furthermore, to assure compliance with Section 11.112 of the Compilation of the Rules and Regulations of the State of New York (NYCRR) – Title 10 (Health), all candidates must have at least 2 years of experience as a public health sanitarian as described in "1" above.
  7. In order to be eligible for promotion to a supervisory level, candidates must have 2 years of experience as a public health sanitarian, pursuant to Section 11.112 of the Compilation of the Rules and Regulations of the State of New York (NYCRR) – Title 10 (Health).
  8. Preferred Skills Trainer Preferred Skills:
  1. Proven ability to work across units, participate in bureau meetings, and support agency wide training initiatives.
  2. Strong verbal and written communication skills for delivering training, coordinating with supervisors, and providing technical guidance.
  3. Proficiency in Microsoft office tools, specifically Excel and Word.
  4. Strong time management and prioritizing skills.
  5. Driver's License required.
  6. Ability to deliver engaging in person training on technical topics, ensuring comprehension across diverse audiences.
  7. Confidence and clarity in delivering training to groups of varying sizes and backgrounds.
  8. Experience designing, updating, and aligning training modules with DEP, OSHA, and regulatory standards.
  9. Strong understanding of OSHA, DEP, and other safety regulations relevant to Hazard Communication, PPE, Respiratory Protection, Waste Management, and Lab Safety.
  10. Proficiency in specialized safety areas such as Fall Protection, Cranes & Rigging, Wastewater Treatment Methods, and First Aid/CPR/AED.
  11. Ability to lead orientation and training sessions while clearly communicating operational protocols to new employees, including current employees.
  12. Skilled in maintaining training records, entering data into agency systems, tracking certifications, and generating management reports.
  13. Experience reviewing vendor programs, attending workshops, and providing feedback to improve training effectiveness.
  14. Ability to recommend appropriate PPE, review safety plans, and ensure staff adherence to DEP and OSHA requirements.
  15. Ability to identify training gaps, recommend solutions, and support continuous improvement in safety practices.
