We'd love for you to join our team!The HRIS Business Analyst will lead the evaluation, selection, governance, and implementation of enterprise candidate sourcing solutions supporting the Judiciary's national recruitment efforts. This role serves as the primary liaison between courts, Human Resources stakeholders, leadership, and technology vendors to identify sourcing platforms that enhance candidate attraction, engagement, recruitment marketing, and talent pipeline development.The selected individual will conduct stakeholder engagement sessions, perform market research, evaluate sourcing technologies, develop governance frameworks, and oversee implementation activities to ensure successful adoption across participating courts.Responsibilities:Lead the evaluation, selection, and implementation of enterprise candidate sourcing tools for the Judiciary.Conduct stakeholder meetings and listening sessions to gather requirements from courts and HR partners.Research and assess candidate sourcing platforms, including CRM, candidate engagement, recruitment marketing, event management, analytics, and candidate search capabilities.Evaluate platform integration capabilities with Judiciary recruitment systems, including OSCAR, U.S. Courts, and USAJOBS.Assess employer branding features such as recruitment campaigns, career pages, court-specific branding, and multimedia content.Present platform recommendations, business cases, and implementation options to government leadership.Develop governance processes for account management, training, user support, access controls, and platform oversight.Manage implementation activities, including project planning, milestones, deployment schedules, and phased rollouts.Develop and update policies, procedures, user guides, and HR-related documentation.Monitor project risks, priorities, and implementation progress to ensure successful adoption.Education and Experience:Bachelor's degree in human resources, Information Systems, Business Administration, Public Administration, or a related field — or equivalent combination of education and relevant experience.7+ years of experience in business analysisRequired Skills:Demonstrated Project Management experience.Strong stakeholder engagement, requirements gathering, and analytical skills.Excellent written, verbal, and presentation communication skills.Working knowledge of the federal hiring lifecycle — announcement, assessment, certification, selection, and onboarding — and federal HR concepts such as merit system principles and veterans' preference.Demonstrated skill in requirements gathering, process mapping, and writing clear functional documentation (user stories, use cases, SOPs).Experience supporting functional/user acceptance testing (UAT) for system changes and releases.Strong analytical skills, including the ability to build reports or analyze data in tools such as Excel, Cognos, or comparable BI platforms.Excellent written and verbal communication skills, with the ability to translate between business and technical audiences.Ability to obtain and maintain a U.S. Government Public Trust / suitability determination; U.S. work authorization required.Desired Skills:Prior experience supporting federal agency human capital or talent acquisition programs as a contractor.Experience with USA Hire assessments and/or USA Staffing Onboarding.Familiarity with Agile/Scrum delivery, ServiceNow or a comparable ticketing system, and SharePoint.Business analysis or project management certification (e.g., CBAP, PMI-PBA, PMP) or a federal HR / IPMA-HR credential.Experience developing hiring dashboards and metrics for HR leadershipSecurity clearance:Eligible to obtain a government clearanceMore About B&A:Notable Clients B&A has grown to be a company that is trusted by our clients for exceptional service, innovative solutions, and inspired employees.
