Job Title: Construction Management Representative

Location: Highlands, NJ (Gateway National Recreation Area, Sandy Hook Unit)

Project Duration: Anticipated from August 2026 – January 2027

Job Overview: Provide quality assurance and technical support for a 5.3-mile pavement preservation project at Gateway National Recreation Area, New Jersey. You will serve as the primary on-site observer, ensuring the construction contractor adheres to all contract terms, safety regulations, and quality standards while minimizing impacts on park operations and historic resources.

Key Responsibilities:

• On-Site Oversight: Observe daily construction activities (milling, repaving, patching, and guardrail replacement) to ensure conformance with contract drawings and specifications.
• Quality Assurance: Monitor the contractor’s Quality Control Plan and maintain an active deficiency tracking list.
• Documentation: Prepare daily and weekly reports, maintain submittal logs, and provide digital photographic documentation of work progress.
• Technical Support: Assist with reviewing RFIs, submittals, drafting cost estimates; and coordinating weekly progress meetings.

Qualifications:

• Experience: Minimum of 5 years of experience specifically with asphalt paving and roadway preservation.
• Specialized Training: ATTSA Traffic Control Supervisor certification (or PE equivalent) and state-approved erosion/sedimentation control training.
• Technical Skills: Proficiency in Microsoft Project, Word, Excel, and cloud-based project management software (e.g., ProjectTeam).
• Certifications: OSHA 30-hour construction safety certification.
• Prior experience working with Federal Government is highly preferred
