Contract Specialist III

Position Information The TxDOT Support Services Division is seeking a highly motivated and skilled Contract Specialist to assist in the procurement, execution and administration of highway improvement contracts for construction, renovation, repairs of TxDOT facilities, planning and management services. This position will require the individual to have extensive experience and knowledge in processing and managing requisitions and purchase orders in support of the division. The ideal candidate will demonstrate the ability to complete multiple assignments related to procurement and contract management initiatives within short time frames, while paying attention to detail, organizing and prioritizing all aspects of their work assignments. In this role, the Contract Specialist will be responsible for managing statewide lettings, contract development and execution of contracts and oversight of requisitions, purchase orders, payments, change orders, vendor performance, issues, escalations and contract closeouts. - Analyzes, interprets legislation and coordinates the development of policies and procedures to ensure compliance with Department and governmental regulations.
- Assists in researching and making recommendations concerning contract administration systems.
- Assists with recommending policy and/or procedure changes and solutions.
- In a division: Administers a statewide contract program to include reviewing proposals/work orders, issuing work orders, monitoring dollars allocated and spent under contracts
- Makes presentations at local, state and federal levels.
- Researches state and federal statutes and opinions, Department policies and previous contracts.
- Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements, time extensions, acceptance testing and consultant qualifications.
- Assists in developing plans for implementing new contract evaluation requirements.
- Assists in monitoring contractors' insurance certificates.
- Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.
- Composes and transmits conditional award notices.
- Develops, writes, revises, or prepares contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and/or reports.
- Ensures contracts are payable and meet all legal requirements.
- Executes agreements and contracts.
- Prepares bid proposals including researching previous contracts, writing specifications, advertising notice to bid; contacting bid list contractors; scheduling and conducting pre-construction/pre-bidding conferences and public bid openings.
- Prepares cost analysis studies for contracts.
- Performs other job responsibilities as assigned.
- Cert TX Contract Mgr (CTCM) or Cert TX Contract Dev (CTCD)
- Considerable knowledge of procurement, contract development, management and oversight for high dollar state contracts preferred.
- Applicable computer operating systems and relevant applications
- Auditing and investigative methods, practices and procedures
- Generally accepted accounting principles, procedures and terminology
- Contract record-keeping
- Contract billing procedures
- Methods and procedures used in building maintenance and repair
- Contract development and oversight
- Contract negotiation, development and management methods
- Contract writing and specifications

- Applicable laws, rules, and regulations
- Legal terminology
- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
- Developing and giving presentations
- Analyzing and organizing business and technical data
- Preparing correspondence/documents using correct spelling, grammar and punctuation; proofreading and reviewing documents for clarity and consistency
- Prioritizing and organizing work assignments
- Using standard office equipment
- Preparing and maintaining confidential and sensitive records, files and reports
- Training in a classroom, office, or field environment
- Using computers and applicable programs, applications, and systems
- Monitoring contracts and procedures
- Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
- Standing-prolonged periods of time
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
