Controls Technician II

Overview Campus Operations is a broad division of Administration and Finance at East Carolina University, responsible for all aspects of facilities management. The Facilities Services Department on the Health Sciences Campus maintains and improves the physical plant of the Health Sciences and West Research Campuses, managing utilities, HVAC, electrical, plumbing, fire protection, and numerous specialty systems across millions of square feet. Job Responsibilities Perform controls assignments that require in-depth analysis and problem‑solving of complex enterprise‑level systems. Install, configure, commission, troubleshoot, and sustain advanced control, communication, data acquisition, and instrumentation systems for HVAC, central plant, SCADA, and other instrumentation. Develop project scopes, cost estimates, manage projects, create work procedures, audit systems, and implement modifications to improve system effectiveness. Audit control schemes of existing buildings, compare with university standards, and implement changes to achieve better efficiency. Configure PC workstations, user interfaces, data servers, IP networking devices, and mass storage hubs. Verify database and programming operations against SOPs, create automated backup procedures, and resolve inconsistencies. Schedule and coordinate startup services with contractors and the ECU IT Department, and manage communication protocol integration. Run reports to analyze system operation, participate in final inspections, and serve as a technical expert in HVAC, central plant, SCADA, or instrumentation. Work independently under supervisor guidance and may lead or participate in a team of skilled tradespeople. Provide input to performance management and competency assessments, delegate work, and oversee contractors. Qualifications High school diploma or equivalent and two years of related experience, or an equivalent combination of training and experience. Required certifications in controls or instrumentation (specific certifications not listed). Demonstrated knowledge of HVAC controls or instrumentation and controls (I&C) systems. Understanding of mechanical refrigeration processes and components. Strong working knowledge of Microsoft products and computers. Familiarity with communication protocols such as BACnet, LonTalk, Modbus, SCADA, Ethernet, TCP‑IP, and networking applications. Experience with Carrier‑IVue, Trane, Tridium, Johnson Controls, Schneider, or Siemens is advantageous. Valid North Carolina driver’s license and ability to operate a state‑owned vehicle. License and Certification Candidate must possess and maintain a valid NC driver’s license. No other statutory certifications are required, but the role calls for relevant technical certifications.
