Senior Manager, Health Services
Provide leadership and assist with providing oversight and primary support to the Director, Health Services in managing all aspects of the Occupational Health Services (OHS) provider of medical services to Metro-North Railroad employees at three (3) facilities: Grand Central Terminal – New York City, Croton Harmon – Croton on Hudson, and New Haven – Connecticut. Direct all aspects of Reasonable Accommodation requests under the Americans with Disabilities Act (ADA) for Metro-North employees, including initiating requests, acting as the point person during the interactive process, and partnering with various partners (Labor Relations, Diversity/EEO, Legal, OHS, etc.) and organizational leaders to fairly evaluate requests and render decisions. Provide direct supervision of the Human Resources Business Partner – Case Management team responsible for the monitoring of MNR employees absent due to Occupational or Non-Occupational injury/illness in accordance with MNR policies and operating procedures that govern their medical requirements to remain out of work through to their return to work.
Responsibilities:
- Primary support to the Senior Director, Health Services, in managing the OHS provider for MNR employees to access medical services at three (3) facilities – Grand Central (NYC), Croton Harmon (Croton on Hudson), and New Haven (Connecticut) in accordance with MTA/MNR policies. In the absence of the Senior Director, Health Services, the Director will represent the Department at required meetings and events as necessary.
- Manage the entire Reasonable Accommodation process, including initiating and receiving employee requests, reviewing the request and medical documentation, evaluating the feasibility of requests, and rendering decisions, while ensuring the interactive process is adhered to. Partner and coordinate with OHS physicians, Department leaders, Human Resources Business Partners, Legal, Diversity, Labor Relations, and others as needed throughout the process.
- Provide direct supervision of the Human Resources Business Partner – Case Management team responsible for the monitoring of MNR employees absent due to Occupational or Non-Occupational injury/illness in accordance with MNR policies and operating procedures; while collaborating with OHS Case Manager and MNR Operating Departments, HR, Claims, Safety, Legal, Labor Relations, etc.
- Ensure that all medical examinations conducted are in accordance with MNR delineated medical guidelines, physical abilities testing, job description, and policies and procedures that govern all such examinations.
- Provide support for all audits conducted in OHS - FRA, MTA HQ, and MNR's Internal Control – including records review, providing reports, liaising with Operating, Human Resources and other departments.
- Assist with the development, coordination, planning, and evaluation of health services events throughout the MNR territory, such as blood drives and the annual flu vaccination program.
- Serve as Domestic Violence Agency liaison for MNR to meet the needs of employees who are seeking specific services as an identified victim of domestic violence in accordance with MTA All Agency Domestic and Gender Based Violence and the Workplace Policy # 11-084 and New York State Office for the Prevention of Domestic Violence.
- Manage the process of securing clean and accessible lactation rooms on MNR properties throughout the territory for nursing mothers to express milk in accordance with New York State Labor Law Section 206-C and MTA All Agency Lactation Policy # 11-089.
- Provide responses to requests from Human Resources, Legal, Claims, and Labor Relations departments regarding employee records, depositions, OHS files, etc.
- Promote safe work practices and provide safe working conditions. Contribute to a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- Performs other duties as assigned

- May be required to work hours outside regular work hours, as applicable
- Observes the work performed by contractors, as applicable
- Reviews invoices and approves them if the work meets contractual standards, as applicable
- Addresses performance issues with the contractor when possible, as applicable
- Escalates issues to other parties when needed, as applicable
Required Qualifications:
Required Knowledge/Skills/Abilities:
- Must have experience administering human resources programs with ability to effectively manage multiple responsibilities simultaneously within limited specific time frames.
- Strong working knowledge of corporate organizational structures and their functions with a broad perspective of resources-staffing needs and employee development.
- Knowledge of relevant state and federal laws and regulations affecting related HR Activities.
- Knowledge of labor agreements and related human resources laws.
- Effective verbal and written communication, negotiation and conflict management skills.
- Proven ability to build effective partnership relationships with department heads and managers.
- Proven ability to take initiative and be proactive, with the ability to identify and anticipate department needs and recommend solutions.
- Proven ability to interact with managers and employees at all levels in the organization and to work as part of a team.
- Demonstrated proficiency in PeopleSoft (8.8 or above) or a similar HRIS system required; and Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook; and TEAMS, ZOOM or similar virtual platforms.
- Proficiency in and/or ability to learn analytical and/or quantitative skills.
- Strong interpersonal and customer service skills.
- Strong attention to detail, organizational and planning skills.
- Knowledge of health-related terminology and practices.
- Familiarity with medical and/or occupational health settings.
- Ability to maintain confidential information.
- May need to work outside of normal work hours
- Travel may be required to other MTA locations or other external sites
Required Education and Experience:
- Bachelor's Degree in Arts/Sciences (BA/BS) in Human Resources, Business Administration, or a health-related field. Demonstrated equivalent experience, education, and/or technical credentials, including four (4) years of related experience, may be considered in lieu of a degree.
- Minimum 7 years of related experience administering and interpreting related company policies, procedures, laws (ADA, FMLA, etc.)
- Minimum 5 years of managing staff, programs, and/or business processes
Preferred Education and Experience:
- Experience working in a medical and/or occupational health setting.
- Have attained, or in the process of attaining, an advanced Degree in Human Resources, Business, or a health-related field.
- Have attained, or in the process of attaining, certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR).
