Project Cost Controller - Disaster Management FEMA - Hybrid (Long Island, NY)

Project Cost Controller ICF's Disaster Management Division seeks a Project Cost Controller who will support FEMA Public Assistance (PA) and Hazard Mitigation projects with financial reconciliation and project cost accounting for utility infrastructure projects. This full‑time position must commute within a two‑hour radius of Melville, New York for a hybrid schedule (2 days or more at a designated office location and the remainder working from home). Non‑management position. Relocation will not be supported. ICF is unable to provide employment visa sponsorship; candidates must have permanent work authorization in the U.S. The ideal candidate will be a proven FEMA financial reconciliation expert with a track record of superior execution and growth, responsible for ensuring that programs are positioned to optimize disaster grant resource allocation and comply with federal requirements. (no travel) Project Cost Controller Definition: This role provides detailed, project‑level financial support rather than general accounting. Responsibilities include tracking costs, revenues, and budgets for individual projects from start to finish in a federal grant setting, monitoring expenditures, analyzing invoices and payments, preparing audit responses, and ensuring compliance with contract and federal project requirements. Compensation: Base salary of $100,000 to $110,000, determined by the hiring team. Key Responsibilities Lead cost accounting and financial reconciliation to ensure project costs are eligible for FEMA reimbursement. Provide consultative technical/analytical and functional support to the team and stakeholders. Prepare monthly progress reports to track project costs and progress. Review and process contractor invoices to meet FEMA and federal contract requirements. Interact professionally with subrecipients, federal and state agency representatives, peers, and project managers, using excellent communication skills. Monitor project costs to ensure compliance with all laws, regulations, and policies related to FEMA programs. Assist in preparing audit responses. Work in a fast‑paced, detail‑oriented, flexible environment. Perform other duties and learning as directed by ICF. MUST HAVE Qualifications Bachelor’s degree in finance, accounting, economics, or a related field. 4+ years of FEMA or federal project finance grant experience, including support for contract programs from start‑up through implementation and closeout, with SAP or similar cost accounting and experience in electric or utility construction projects. 4+ years of experience with MS Office, including intermediate Excel (Pivot Tables, V‑Lookup, Formulas) and working knowledge of project accounting systems and document management software.
