Permitting & Impact Reduction Research Analyst

Permitting and Impact Reduction Research Analyst – Washington, DC BGS is seeking a candidate to support DOE's Office of Critical Material and Energy Innovations (CMEI) and Integrated Energy System Office (IESO) Permitting and Impact Reduction (PIR) portfolio, reporting to the principal technology manager and supporting workforce, permitting, consumer protection, and environmental research. Responsibilities Advise on technical scopes of Notice of Funding Opportunities in priority PIR topics for competitively awarded research and development projects. Support management of R&D projects, including those led by DOE's National Laboratories, providing technical guidance, evaluating project plans, and reviewing reports for publication. Provide expertise on research areas such as environmental issues, energy workforce development, consumer protection, or permitting. Support development and implementation of interoffice and interagency initiatives to overcome challenges to the PIR portfolio through strategy development, facilitation of collaborative working groups, and associated projects. Advise on PIR R&D needs, identifying research, development, demonstration, and deployment priorities. Assist sub-program Lead and other IESO leadership on coordination of external engagement, preparation of remarks and presentations, memos, and internal briefings. Coordinate activities across DOE offices to ensure close alignment on permitting and impact reduction research. Coordinate with federal and state agencies to align portfolios and policy planning. Prepare subject‑matter presentations for internal and external briefings and conferences. Other duties as assigned, requiring flexibility across a range of activities and topics. Requirements Bachelor’s degree required, Master’s preferred. At least 3 years of professional experience. Advanced degree in environmental sciences with experience in workforce development, public administration, public policy, law, or a related field. Knowledge and experience in permitting, workforce development, environmental science, or consumer protection. Professional attitude. Strong attention to detail. Self‑starter who works independently and collaboratively in a dynamic team. Demonstrated ability to balance multiple long‑ and short‑term projects and competing priorities. Proficient communicator capable of conveying technical content to non‑technical audiences. Must be a U.S. citizen. Successful drug screening required. Eligible to obtain and maintain a security or clearance badge. Preferred Qualifications Expert familiarity with and experience developing strategic initiatives supporting permitting, workforce development, consumer protections, or environmental impacts in energy systems. Strong familiarity with DOE programs and initiatives. Experience working with DOE or other federal funding agencies on R&D activities. Experience within DOE CMEI. Location/Work Arrangement Hybrid position in Washington, DC. Full‑time, Monday–Friday, 40‑hour week.
