Budget Analyst

Job Duties

Duties for the GS-13 position include but are not limited to the following:

-Prepares and/or edits narrative justifications and projected funding needs and assures that data requests is formally and accurately documented in a wide variety of forms, schedules, and reports. Prepares financial/budgetary schedules, summaries, justifications, supporting statistical material, back-up data, and information for use by witnesses in support of the budget submission to OMB and the Congress.

-Monitors the availability and use of funds to assure they are used in the most cost-effective manner. Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis, and that funds are available and are being properly and effectively used to support program objectives.

-Analyzes and interprets the impact of new and revised legislation, OMB policies and precedents on the OWCP budget and program operational plans, budget formulation and execution of budgets, and makes appropriate recommendations.

-Works in collaboration with senior staff to develop and formulate budget estimates. Works closely with program management and staff in developing initiatives and preparing appropriate written justifications.

-Prepares briefing materials and responds to inquiries throughout the budget cycle. Provides monthly financial forecasts on designated budget accounts for the Director and OWCP Program Managers
