Chief Human Resources Officer

Serving as a member of the Superintendent's Cabinet, advances the strategic priorities of Anne Arundel County Public Schools by leading the Office of Human Resources, encompassing the Divisions of Employee Relations, Human Capital Management, Human Resources Operations, Investigations & Compliance, Project Management, and Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), and Title IX Compliance. Oversees the development, implementation, and continuous improvement of Office priorities, ensuring a focus on equity, innovation, and measurable outcomes that support student and staff success. Ensures system priorities are effectively executed through strategic planning, resource alignment, and performance management and directs cross-functional initiatives grounded in the AACPS vision, mission, and core beliefs to foster safe, joyful learning environments.

Leads the development and execution of priorities for the Office of Human Resources, establishing clear goals, success measures, and accountability structures aligned with the AACPS Strategic Plan, Board policies, and Superintendent direction.

Provides executive leadership for a comprehensive workforce strategy, including recruitment, hiring, retention, employee engagement, workforce planning, and educator licensure, ensuring the system attracts, develops, and retains a high-quality and diverse workforce aligned to organizational needs and strategic priorities.

Oversees the effective delivery of core Human Resources operations, including payroll, benefits, records management, and HR information systems, ensuring the accuracy, integrity, and reliability of employee data and services that support staff and system operations.

Directs the administration of employee relations functions, including contract interpretation, grievance processes, employee concerns, and workplace investigations, ensuring consistent and equitable application of negotiated agreements, policies, and procedures while supporting school and central office leaders in addressing complex personnel matters and fostering fair and respectful work environments.

Ensures the effectiveness of systems for monitoring and addressing employee conduct, compliance, and organizational risk, including oversight of investigations, EEO/ADA processes, and related functions, while maintaining the integrity and confidentiality of Human Resources records and communications.

Leverages data, research, and evidence-informed practices to evaluate outcomes, identify gaps, and inform decision-making and continuous improvement across Office priorities and initiatives.

Directs the strategic use of resources, including budget development, resource allocation, and fiscal management, ensuring alignment with priorities and responsible stewardship; oversees preparation of the Office budget and provides input on capital and operating budget planning for submission to the Superintendent and Board of Education.

Supervises, evaluates, and develops staff, promoting a culture of accountability, collaboration, equity, and continuous improvement where students and staff are supported, connected, and engaged.

Represents AACPS and builds strategic partnerships with internal and external stakeholders, including government agencies, community partners, and professional associations. Serves on committees and workgroups and as the Superintendent's designee as appropriate on matters related to human resources, labor relations, collective bargaining, and workforce strategy.

Ensures compliance with applicable federal, state, and local laws, regulations, policies, and reporting requirements, including EEOC, ADA, Title IX, the Code of Maryland Regulations (COMAR), and the Blueprint for Maryland's Future.

Advises the Superintendent and Board of Education on matters within the Office of Human Resources' scope of responsibility, including emerging issues, trends, risks, and policy implications. Provides analysis, recommendations, and supporting information to support decision-making and system priorities.

Collaborates with cabinet members and school system leaders to ensure cross-functional alignment and shared accountability of systemwide priorities and initiatives that support system improvement and transformation. Contributes to the development and refinement of policy, regulations, and administrative procedures impacting workforce planning, employee relations, compensation and benefits, educator licensure, and the accuracy and integrity of employee data and HR systems.

Performs other related duties as assigned within the same classification or lower.

Master's Degree in business or public administration, human resources management, labor relations, law, or a related field of education from a regionally accredited college or university required; or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

10 or more years relevant progressively more responsible experience in Human Resources or related school system leadership required; and 10 or more years related management experience required; or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Ability to work collaboratively with organization leaders for the purpose of implementing Human Resources services and benefits throughout the organization. Is knowledgeable concerning relevant federal and state laws affecting employment, leave administration, wage and salary administration, and teacher certification. Outstanding communication skills. Ability to supervise the work of others. Ability to create a positive environment that values, respects and leverages all employee talents while providing fair advancement for all employees. Demonstrated ability to effectively work and communicate with diverse populations. Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred).

Employee must retain active licenses, certifications, and enrollment as a condition of employment. Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and daily access to reliable transportation.
