Program Manager II (Psychological and Substance Use Services)

Position Summary Provides direct substance use intervention and prevention strategies in the Psychological & Substance Use Services (PSUS) Program to youth, families, and groups before the juvenile court, including assessment and diagnosis, counseling, case management, and monitoring group education. Responsibilities Conduct assessments, diagnose client functioning, and develop individualized treatment plans. Coordinate services needed by clients and maintain chronological, detailed progress notes. Provide counseling to children and adults experiencing mental health problems and co-occurring substance abuse, using behavioral therapy and life‑skills training. Execute crisis intervention services and supportive counseling as needed. Supervise program staff, direct day‑to‑day work, and supervise virtual PSUS and Anger Control Education (ACE) groups. Communicate with the Ninth District Court Services Unit, provide reports to courts, and advise administration on program appropriateness. Collect and compile data for budgeting, program evaluations, and outcome measurements; prepare submissions for Department of Juvenile Justice accreditation. Review program manuals and associated documents annually to ensure compliance with audit requirements and participate in staff and interagency committees. Qualifications Master’s degree in human services or a related field and 3–5 years of experience working with socially or emotionally maladjusted youth, or an equivalent combination of education and experience. Licensed Mental Health Professional (LMHP) or Certified Substance Abuse Counselor (CSAC) issued by the Commonwealth of Virginia (required). Possession of a valid driver’s license issued by the Commonwealth of Virginia. Successful completion of pre‑employment checks, including criminal history, background, and DMV record checks.
