Community Manager
This opportunity is open to qualified enrolled SRPMIC Community Members, SRPMIC Staff, and SRPMIC Enterprise Staff. Under the administrative direction of the Community Council, manages the daily operations of the Salt River Pima-Maricopa Indian Community, advises department directors, enforces ordinances, and resolves operational problems/issues. Coordinates and directs the departments of the SRPMIC Community Government or delegates the coordination and direction of departments to the Assistant Community Manager(s) while retaining accountability to Council. This position is treated as an FLSA exempt position.
Essential Functions: (Essential functions may vary among positions, but may include the following tasks, knowledge, skills, abilities, and other characteristics. This list of tasks ILLUSTRATIVE ONLY and is not intended to be a comprehensive listing of tasks performed by all positions in this classification).
1. Provides overall organization leadership and promotes the strategic vision of the Community Council. Formulates programs and plans for integrating diverse goals and operational needs into a cohesive whole in order to provide the Community with an effective and responsive government. 2. Plans and coordinates the operation of departments; evaluates organizational issues and problems and facilitates strategies to address issues and challenges. 3. Mentors and supervises management staff so that over time the skills necessary to think and act in mutually supportive ways will become ingrained in their behavior. Models professional, creative problem solving behaviors and attitudes for subordinate staff. 4. Develops and shapes an appropriate organization structure to support current and future Community government objectives. Maintains clarity of purpose, assignments, and communication. Minimizes the need to repeat work. Ensures the appropriate distribution and accountability for decision making. 5. Prepares performance evaluations and reviews performance evaluations prepared by management staff. Proposes and monitors staffing and budgeting requirements, and the hiring and training of qualified personnel. 6. Reviews, prepares, and/or approves related reports, or studies, on organizational effectiveness. Consults with senior staff and makes recommendations on changes to improve efficiency or effectiveness. Ensures adherence to all statutes, rules, policies, and procedures by staff; takes proper action when not followed. Identifies and addresses organizational conditions which may lead to liability or inefficiency. 7. Reviews standards, procedures, and results of completed work; coaches, motivates, or directs management staff employees as the circumstances warrant; approves leaves, monitors department director schedules, and evaluates performance. 8. Conducts evaluations of programs in conjunction with Department Directors. Monitors program success and progress in all Departments, directly and through the Assistant Community Manager(s). Develops monitoring procedures and instruments to ensure programs are reviewed, at a minimum quarterly, for effectiveness, efficiency, and compliance. 9. Proactively resolves difficult and sensitive inquiries, complaints and requests for services from Community members, developers, and others.
Knowledge, Skills, Abilities, and Other Characteristics: Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community. Knowledge of the principles, practices, and methods of program review, assessment and evaluation. Knowledge of the principles, practices, and methods of strategic planning. Knowledge of the complex principles and practices of modern government administration, management and organization. Knowledge of the current social, political, and economic trends and operating problems of a modern Native American government. Skill in presenting oneself to staff as approachable, supportive, and open to alternative ideas. Skill in analyzing and evaluating information accurately, and in expressing ideas clearly, when providing oral and written reports and recommendations. Skill in listening well, and communicating effectively with employees, Community members, and members of the public having varying educational backgrounds and values. Skill in investigating, analyzing, evaluating, and resolving operational and personnel problems. Skill in analyzing data, drawing logical conclusions, and making sound decisions and recommendations. Skill in forming cooperative relationships with others who do not have a direct reporting relationship. Skill in understanding and interpreting organizational financial information, complex laws, regulations, policies, procedures, and guidelines. Ability to facilitate change. Ability to select, train, development, supervise, and evaluate management level personnel. Ability to gain cooperation through professional discussion and persuasion. Ability to prepare clear, concise, and thorough written reports and oral presentations, with appropriate recommendations. Ability to motivate and inspire high performance in subordinates. Ability to listen well, and communicate effectively with Community members, employees and diverse members of the public having considerable variation in values and educational and cultural background. Ability to exercise resourcefulness in addressing new problems. Ability to ensure compliance with statutory deadlines and budgetary limitations.
Minimum Qualifications: Bachelor's Degree from an accredited college or university (Master's Degree preferred) in public or business administration, financial management, political science, or related field and ten (10) years of increasingly responsible experience in managing in a large organization. Supervisory/managerial experience which demonstrated strategic leadership in working with a Native American government or enterprise, or an ethnically diverse work force is desirable. Any equivalent combination of experience and education that will show the applicant is able to satisfactorily perform the duties of the job. An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
Special Requirements: Must possess and maintain a valid Arizona Driver's License. Prior to hire as an employee, applicants will be subject to drug and alcohol testing. 401(k) and Roth Plans: Eligible employees can participate in both pre-tax and post-tax retirement savings plans. SRPMIC contributes 5% of your compensation to the pre-tax 401(k) and matches up to 3% of your salary deferral contributions.
Public Safety Personnel Retirement System (PSPRS): Available to eligible certified police officers and firefighters.
Arizona State Retirement System (ASRS): Available to Salt River School educators.
Health Reimbursement Arrangement (HRA): A retiree HRA with Health Equity, which is a tax-advantaged employer-funded account that retired employees (Age 55+) can use for qualified medical expenses, including some premiums, and out-of-pocket expenses such as copays and deductibles.
