Job Overview Administrative Regulations Analyst 4 (Cannabis Compliance Consultant Supervisor) – WSLCB Enforcement and Education Division, Western Washington. First‑line supervisor for ARA 3 Compliance Consultants, reporting to the Education Program Manager. Key Responsibilities Provides expert direction, training and assistance to ARA 3 staff and other Division staff. Conducts performance management of subordinate staff, including setting expectations, evaluating performance, mentoring, training, counseling and, when necessary, corrective action. Assigns staff to support education projects, manages project timelines and provides updates to the Education Manager. Coordinates, monitors and evaluates consultants’ outreach expectations and measurables set by the education program. Investigates complaints from licensees and other agencies regarding conduct and behavior. Assesses training needs of staff, arranges instruction and resolves staff issues. Supervises field visits to licensed cannabis producers, processors, retailers, transporters, cooperatives and laboratories. Supervises scheduling and completion of initial meetings with licensees, identifies workplace hazards and communicates compliance requirements. Ensures consistent education across consultants statewide and escalates discrepancies to the Education Program Manager. Supervises scheduled inspections of licensed establishments and laboratories for compliance and provides technical assistance. Prepares reports of findings, creates exhibits for hearings and assists in presenting cases to boards or judges. Prepares comprehensive reports, data entry and education proposals. Completes timesheets, attends meetings, responds to emails and assists other divisions. Compiles educational content, bulletins, articles and publications for the agency and stakeholders. OR Associate’s degree in public or business administration, journalism, communications, writing, English or a closely allied field, and five (5) years of such experience. OR Bachelor’s degree in the same fields and three (3) years of experience. OR Master’s degree in the same fields and one (1) year of experience. Experience as a Compliance Consultant (ARA 3) or Enforcement Officer with the WSLCB may substitute some experience. Preferred/Desired Qualifications Master’s or Bachelor’s degree in business administration, public administration, journalism, communications, writing or English. Proficient use of Microsoft Office Suite and Outlook email system. Experience working as a liaison representing an organization and collaborating with diverse groups. Experience working in or with law enforcement and strong oral and written communication skills. Advanced skills in educational content creation and development. Experience with databases, advanced Excel skills and ability to summarize data. General knowledge of the cannabis and liquor industry, including regulatory requirements, packaging, testing and product labeling. Equity Competencies Ability to take action to learn and grow.
