These positions have a starting salary of $8,525 monthly/$102,300 annually. This position has a hybrid work schedule of three days in the office and two days working from home.

QUALIFICATIONS (Education must be from an accredited institution.)
Education and Experience: Bachelor's degree in engineering, active status with the State of Tennessee as a professional engineer and 4 years of demonstrated competency in developing and/or constructing transportation projects Overview
The Project Engineering Transportation Engineer provides project engineering technical expertise to the Local Programs Project Engineering Team and local agencies. This position collaborates with local agencies by identifying potential engineering and federal and state requirements' challenges and implementing acquired knowledge that focuses on ensuring quality deliverables, minimizing variability, and increasing the safety and performance of Tennessee's transportation system. The Transportation Engineer position requires a professional engineering license. The Transportation Engineer ensures Department policies, technical guidance, and procedures are incorporated into Local Programs Project Engineering Team deliverables and assists in implementing the Quality Assurance Program as part of the Bureau of Planning local projects' activities. This position must effectively articulate technical engineering concepts through training, mentoring, and collaborating as part of a matrix organization.
Responsibilities
Strengthen local agencies by providing technical expertise and support in matters related to complex or unique local projects-related challenges to allow local agencies to perform their roles effectively and efficiently, optimizing the Local Programs Project Engineering Teams ability to successfully address unanticipated challenges. Verify compliance with the Quality Management policy with respect to Local Programs Project Engineering elements with the purpose of reducing local agency plan errors and non-compliance with federal and state requirements. Assist the Quality Teams by providing reviews in alignment with TDOT's Quality Assurance Program, identifying potential constructability concerns in proposed designs, identifying potential federal and state compliance concerns, and making recommendations for proactive solutions with local agencies and other TDOT disciplines to ensure the needs of the project are met. Routinely collaborate with teams within the Bureau of Planning and throughout the Department to identify and document knowledge on industry best practices to avoid past errors and ensure TDOT project successes. Assist with modifications to all applicable policies, procedures, design standards, specifications, and special provisions. Contribute to Project Teams as part of a matrix organization by providing Local Programs Project Engineering expertise, defining expectations for how the Project Team manages risk; assisting in developing the project vision in alignment with local agencies; assisting in defining critical goals and intended outcomes for the scope, schedule, budget, and quality related to Local Programs Project Engineering elements; participating in Risk Management Assessments; providing input at all applicable project milestones per the Local Governments Guide Manual (LGGM); supporting local agencies staff with respect to the local programs and projects delivery process including effectively coordinating with other disciplines within TDOT to address engineering aspects per the LGGM; providing approvals on Local Programs Project Engineering-related products and deliverables, when applicable; and proactively assessing risk factors related to legal aspects, public relations, and safety for Local Programs Project Engineering elements. Provide exceptional customer service to both internal and external customers, including mentoring and technical guidance related to local projects, coordinating with other disciplines as part of a matrix organization, exercising effective listening skills, providing prompt responses, maintaining complete and accurate documentation, and communicating effectively. Remain current and engaged on revisions to federal and state program and project oversight and delivery requirements, design codes, standards, and guidelines related to Local Programs Project Engineering elements; adapt new technologies and best practices that drive local agencies' transportation projects forward; and assist in implementing policies and procedures related to Local Programs Project Engineering. Collaborate on innovative strategies used as best practices for statewide quality assurance needs. Collaborate with the TDOT Technical Training Director and assist in the development of training that addresses acquired knowledge, including federal and state program and project delivery requirements, technical elements and emerging technologies related to local programs and projects for the purpose of improving team performance, creating a stronger understanding of local program and project oversight and delivery as they relate to the transportation industry, inspiring new ideas, and developing skills. Assist in the development of a Consultant Acquisition Plan (CAP) for Local Programs Project Engineering services and assist in the oversight of external partners by serving on technical review committees, including assisting with RFP development, attending project-specific marketing meetings, assisting with determining scoring criteria, assisting with project information sessions when applicable, serving as a scorer as part of the consultant acquisition process, and attending de-briefs for consultants where usable feedback must be provided. Assist in ensuring Local Programs Project Engineering deliverables are consistent, predictable, and repeatable to maintain consistently high levels of achievement, mitigate risk, and establish a track record of success by implementing statewide policy, data collection, processing standards, specifications, and direction. Utilize best practices and TDOT policy for the incorporation of Local Programs Project Engineering elements.
