The Regional Manager provides leadership and operational oversight for a portfolio of multifamily communities that may include market-rate, section 42, LIHTC, mixed-income, and other regulated programs. This role is responsible for driving financial performance, operational excellence, resident satisfaction, compliance, and team development while partnering with property teams, owners, and corporate departments to achieve portfolio goals. Manges assigned assets to meet and exceed owner expectations including budgeted NOI, occupancy, revenue growth, expense control, delinquency management, and resident retention. Develops annual operating budgets, forecasts, and business plans for assigned communities. Reviews monthly financial statements, analyzes variances, and implements corrective action plans as needed. Collaborate appropriate partners to maximize occupancy, rental rates, customer satisfaction, and portfolio performance. Creates and executes capital improvement plans, oversees project execution, and ensures expenditures align with approved budgets and ownership goals. Provides regular reporting and operational updates to ownership groups, investors, lenders, and executive leadership when required. Operational Leadership Provides leadership, direction, and support to residential property managers and site teams to ensure successful community operations. Implement company initiatives, policies, and procedures while fostering a culture centered on accountability, resident experience, and operational excellence. Conducts regular site visits, inspections, audits, and portfolio reviews to evaluate property performance, curb appeal, maintenance standards, staffing effectiveness, and resident satisfaction. Identifies operational challenges and develops solutions that improve efficiency, service delivery, and financial results. Provides guidance regarding leasing, resident relations, maintenance operations, vendor management, and property administration. Oversees transitions associated with property acquisitions, dispositions, new developments, renovations, and lease-up activities. Maintains a culture of continuous improvement while enhancing operational effectiveness. Recruits, hires, coaches, develops, and evaluates property management personnel. Serves as a mentor and resource to property managers and site teams. Provides performance feedback, conducts performance evaluations, and addresses employee relations matters in a timely and professional manner. Partnering with Human Resources when necessary. Build strong, collaborative teams and promotes a culture of continuous improvement and accountability. Compliance & Risk Management Ensures portfolio compliance with all company policies, federal, state, and local laws, Fair Housing requirements, insurance and risk management standards, and applicable housing regulations. Maintains portfolio readiness for property inspections, lender reviews, investor audits, and internal assessments. Oversees implementation of corrective action plans resulting from audits, inspections, compliance reviews, or operational assessments. Affordable Housing & Program Compliance (As Applicable) Demonstrates comprehensive knowledge of Section 42 Low-Income Housing Tax Credit (LIHTC) regulations, IRS requirements, state housing agency compliance standards, HUD programs, and applicable Fair Housing laws. Oversees portfolio-wide compliance with affordable housing program requirements, ensuring accurate resident certifications, income recertifications (where applicable), file integrity, utility allowance implementation, and successful completion of audits and agency inspections. Ensures all communities maintain continuous readiness for state agency monitoring reviews, REAC inspections (where applicable), management reviews, investor audits, and internal compliance assessments. Ensures compliance with Fair Housing, ADA, Violence Against Women Act (VAWA), and other applicable housing regulations. Stays current on changes to LIHTC regulations, HUD guidance, state agency requirements, and industry best practices. Qualifications Education & Experience Bachelor's degree in Business, Real Estate, Finance, Management, or a related field preferred; equivalent combination of education, training, and relevant professional experience will also be considered. CAM, CAPS, CPM, HCCP, or equivalent industry designation preferred. Minimum 3 years of progressive multifamily property management experience including multi-site supervision. Proven record of achieving financial, operational, and occupancy goals. Experience managing market-rate, affordable housing, LIHTC, mixed-income, or regulated housing communities preferred. Affordable housing certification and compliance experience strongly preferred for portfolios containing regulated assets. Knowledge & Skills Strong financial acumen with the ability to analyze financial statements, operating budgets, forecasts, and key performance metrics. Comprehensive knowledge of multifamily operations, leasing, resident retention, maintenance practices, and vendor management. Knowledge of Fair Housing, ADA, landlord-tenant regulations, and affordable housing compliance requirements as applicable. Strong leadership, coaching, conflict resolution, and organizational skills. Excellent verbal, written, presentation, and interpersonal communication skills. Proficiency with Microsoft Office products and property management systems; Entrata experience preferred.
