Essential Functions
- Under direction of the Grants Manager, organizes, plans, controls, evaluates and executes assigned grants in the Department's Grants Management System.
- Works with the Grants Manager and Bureaus in developing program plans and goals pertaining to the administration of the Grants Management System.
- Under the supervision of the Grants Manager, this position will serve as a backup for individual bureau grant staff.
- Works with the Grants Manager in coordinating with internal and external partners on various types of requests and reports.
- Assists the Grants Manager and the Deputy Chief Fiscal Office-Budget in planning and developing the Illinois State Legislative (ISL) proposal and related forms for submission to the Illinois General Assembly.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated
above.
Specialized Skills
- Requires one year of experience in grant administration, fiscal and performance/program reporting, and monitoring compliance with the Grant Accountability and Transparency Act (GATA).
- Requires one year of professional experience in accounting, external auditing, budgetary planning and control or public accounting.
- Requires one year developing and making public presentations, conducting training, and providing technical assistance to program or grant participants in both oral and written forms of communication.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years college, with courses in business or public administration and accounting.
- Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Preferred Qualifications
- Prefers one (1) year of experience in grant administration or grant monitoring of federal, state and/or local grants.
- Prefers one (1) year of experience with fiscal and performance/program reporting including skill in reviewing reports for quality control and compliance with state and/or federal statutes.
- Prefers elementary knowledge of the laws, rules, and regulations relating to state or non-state accounting or auditing procedures.
- Prefers working knowledge of the principles of governmental accounting, program budgeting, personnel, statistics, and procurement.
- Prefers one (1) year of experience in developing and managing agency grant programs.
- Prefers one (1) year developing and making public presentations, conducting training, and providing technical assistance to program or grant participants in both oral and written forms of communication.
- Prefers intermediate knowledge of computer program applications with utilization of spreadsheet software, document creation, email and cloud-based platforms, grant reporting tracking, reporting systems, and compliance metrics.
- Prefers one (1) year of experience in developing, implementing and evaluating new and revised methods, procedures and performance standards.
- Prefers one (1) year of experience in developing and maintaining cooperative working relationships with both internal and external parties.
Conditions of Employment
- Requires completion of a name-based background screening and self-disclosure of criminal history.
- Requires ability to travel in the performance of duties. Requires appropriate, valid driver’s license. Overnight travel may be required (employee must pay for lodging and personal expenses while on travel status until reimbursed).
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
This position is considered light work as defined by the U.S. Department of Labor (20 CFR404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing or involves sitting most of the time with some pushing and pulling of arm or leg controls.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- This position has been found to meet the requirements in section 4A-101 of the
Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. We are seeking to hire an Executive 1 Grants Technician to be a part of our accounting team. The ideal candidate will be courteous and strive to treat others with dignity and equality. The Illinois Department of Agriculture administers an annual budget of approximately $200 million and employs more than 400 people statewide, with several hundred more seasonal employees hired during the summer to support the Illinois State Fair and Du Quoin State Fair. Separate bureaus administer programs and services directed at conserving the State's land and water resources; protecting the health and welfare of livestock and companion animals; overseeing state and county fairs; regulating seed, feed, and fertilizer products; ensuring the financial stability of grain dealers and warehouses; promoting Illinois food and agricultural products; and operating the State's horse racing programs.
