Director, Federal Programs, Curriculum Compliance

Five years campus and/or administrative experience and/or training CERTIFICATION: Valid Texas Teacher Certification by the State Board for Educator Certification Valid Texas Principal, Administrator, Mid-Management or Superintendent Certification by the State Board for Educator Certification High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency. PRIMARY PURPOSE SUMMARY: Directs the compliance, monitoring and evaluation of all Federal Programs. Provides instructional expertise and recommends systems and structures for all targeted/identified campuses. Manages the migrant Education Program. Manages the Private Non-Profit (PNP) Schools, including ongoing consultations, daily expenditure requests and all the TEA compliance documents. ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
1. Ensures completion of Consolidated Federal Grant application and amendments as required by the US Department of Education and the Texas Education Agency and ensures compliance of all state and federal mandates.
2. Collaborates with NEISD Grants Administration and Financial Control to allocate grant funds to campus and district department budgets, and monitor Title I -IV compliance.
3. Assist Title I campuses with Annual Program Evaluation, Comprehensive Needs Assessment, Annual Staff Development Plans and compliance with the Federal CIP Components.
4. Provides timely compliance to all Federal and State Compensatory Education programs and audits.
5. Provides oversight for Title I and district-wide family engagement opportunities to ensure that use of federal funds is documented and in compliance with federal guidelines

9. Supervises Assistant Director for At-Risk and Student Support Services, and Assistant Director for Family Engagement.
10. Communicates and problem-solves with district administrators, parents, and community members.
11. Promotes district goals, objectives and vision.
12. Serves as District contact for vendors, community businesses, and community agencies to adhere with NEISD procurement policies and aligns with federal funding guidelines.
13. Maintains active participation with professional organizations and the regional education service center.
14. Initiates and manages the PNP relationships and expenditures for Title I, Title II, Title III, and Title IV.
15. Collaborates with the Executive Director on the initiation, creation, and maintenance of the District Instructional Plan (DIIP). Supports district campuses with the creation and maintenance of Title I Crate within the Plan for Learning platform and ensures federal expenditure compliance evidence is part of each Campus Instructional Improvement Plan (CIIP).
16. Represents the Executive Director for Learning Support Services at meetings as designated.
17. Represents the district at city, state and national levels.
18. Maintains confidentiality of information.
19. Reports to work on time every day.
20. Performs additional duties and accepts other responsibilities as may be assigned. QUALIFICATION REQUIREMENTS:
• Demonstrated knowledge of federal programs including financials, academic requirements, and federal guidelines
• Strong communication, public relations and interpersonal skills
• Ability to evaluate instructional programs and teaching effectiveness
• Ability to analyze statistical data for trends and student performance in various programs and to develop strategies for improvement
• Ability to supervise employees, establish and maintain effective working relationships with executive management, campus/department heads, elected officials, District employees, other school districts and government agencies, outside organizations and the general public
• Valid Texas Driver's License with driving record that meets the requirements of the District PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; sit; use hands to finger, handle, or feel; and reach with hands and arms. The employee is occasionally required to walk. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The employee may occasionally drive personal vehicle in the performance of assigned tasks. WORK ENVIRONMENT:
While performing the duties of this job, the employee is occasionally exposed to risk of electrical shock.
