The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency's mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders. Within SAMH, the SunCoast Regional Office staff ensure that individuals and families have timely access to prevention, treatment, and recovery support services across the region. They collaborate with local providers, community partners, and key stakeholders to identify service gaps, enhance resource availability, and promote continuity of care. The SunCoast Regional Office monitors program performance, addresses barriers to service delivery, and fosters cross-system collaboration to strengthen the regional behavioral health network and improve overall outcomes for the communities served. Anticipated Vacancy This is a highly responsible and professional position serving as the SunCoast Regional SAMH Supervisor - SES within the SAMH Regional Office. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. Specific Duties and Responsibilities include: * The Regional Operations Supervisor position will work with multiple systems within the Behavioral Health continuum to assist with quality, service array, oversight, performance, and integration. This is a supervisory position responsible for contract management, monitoring and administering the System of Care to ensure that the community mental health and substance abuse service delivery components operate in a coordinated, efficient manner. This position exercises independent judgment in formulating policies and procedures which have significant impact on personnel, administration, and regional operations. * Provide oversight for the regional compliance technical assistance and monitoring activities; ensure technical assistance and training is provided related to SAMH programs. Completes, organizes, and maintains monitoring documentation in accordance with unit standards and record retention requirements. * The position provides oversight and is responsible for assisting the Regional Operations Manager in all matters as it relates to Regional Operations, such as monitoring, providing oversight of the ROQI's and serving as a back up to the Regional Operations Manager. * Evaluate programming, planning, monitoring and evaluates major treatment, services, or rehabilitative programming. This may include interpretation of state and circuit guidelines, policies, statutes, rules and regulations, monitoring, supporting community partnerships, assist with community training. * Oversee staff with data responsibility in obtaining data from multiple sources, inputting it into exiting templates for continued oversight and process improvement for the region. * Provide technical assistance to the Managing Entity, to the providers, and the community based on statute, administrative code, and operating procedures. * Create and maintain regional community and cross program partnerships by attending staffing's, and regional community and committee meetings as needed. * Serve as a subject matter expert on the Managing Entity Continuing Oversight Team as specified in Section 287.057(26), if applicable. Cultivate sustainable relationships through open and interactive communication. * Recommend and initiate quality improvement strategies and quality control. Works with staff to identify error trends. Acts as a facilitator for quality improvement efforts. Analyzes data from all levels of monitoring including qualitative and quantitative data. Prepares reports and presentations. Monitors and evaluates operational outcomes. Assists with operational planning and service delivery. Cultivate sustainable relationships through open and interactive communication. Present information to management effectively. * In response to emergency events, the incumbent may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the position description. Deploy to communities affected by natural disasters within 24-48 hours of impact to represent the organization to promote and implement post-disaster services. * This team member understands the conditions necessary to launch substance use and mental health interventions and services when appropriate and builds the pathways and partnerships to achieve established goals. This leader will be responsible for the following activities while on deployment: * Assess the impact, needs and assist with the development of a response strategy and goals for the impacted community and implement disaster response plans. * Recommend deployment strategies to provide direct assistance. * Coordinate psychological and mental health resources and services for individuals, first responders, and communities impacted by disasters. * Provide critical information to the Regional Operations Manager, Director of Regional Operations and Initiatives and SAMH leadership. * Performs other duties and responsibilities as assigned. Knowledge, Skills and Abilities required for the position: * Knowledge of state, federal, and local substance abuse and mental health laws, statutes, and regulations, including: * Chapter 397, F.S., and 65D-30, F.A.C. * Chapter 394, F.S., 65E-5 F.A.C., and 65E-12, F.A.C. * Knowledge of behavioral health care, including substance use, mental health, and co-occurring disorders. * Knowledge of methods for compiling, organizing, and analyzing data. * Knowledge of SAMH's vision, mission, and strategic goals. * Knowledge of methods to develop policy analysis, program evaluations, management reviews, and budget analysis. * Knowledge of project management principles and leadership practices. * Skill in utilizing Microsoft Office applications, especially Excel, and other relevant technology. * Skill in negotiating and communicating clearly within diverse settings and with varied stakeholders. * Skill in effectively organizing and prioritizing work assignments. * Skill in analyzing and interpreting data to inform decision-making. * Skill in project management, including implementing and managing complex projects. * Skill in engaging cooperatively and professionally with internal and external stakeholders. * Skill in supervising, leading, and guiding teams effectively. * Skill in developing and maintaining collaborative relationships with community partners and stakeholders. * Skill in representing the SAMH office in community and regional settings. * Ability to work both independently and as part of a team. * Ability to travel throughout the Region as needed. * Ability to adapt and function effectively in fast-paced and dynamic environments. * Ability to solve complex problems and propose effective solutions. * Ability to manage multiple priority projects seamlessly and nimbly. * Ability to execute projects, assignments, and policy updates accurately and efficiently. * Ability to collaborate and coordinate appropriate treatment planning across systems of care. * Ability to design and execute research to develop policy and program evaluations. * Ability to monitor and evaluate the quality of service and regulatory compliance. * Ability to communicate effectively and comfortably with diverse groups and in various settings. Minimum Qualifications: * A bachelor's degree from a college or university is preferred and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work. * A master's degree from a college or university can substitute for one year of the required experience. * Professional experience as described above can substitute on a year-for-year basis for the preferred college education. * Two years' experience supervising or serving in a leadership role. * Two years' experience in implementing and managing complex projects. * Three years of experience with academic, business, or technical writing. * Valid Class E Driver License.
