The Office of the Chief Human Capital Officer (OCHCO) serves as the primary authority for human capital management at the U.S. Department of Housing and Urban Development (HUD). OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle.

Office of the Chief Performance Officer (CPO) This position is located in the Department of Housing and Urban Development (HUD), Office of the Chief Human Capital Officer (OCHCO), Office of the Chief Performance Officer (CPO). CPO supports and strengthens HUD's performance culture with services, policies, systems, and strategies to engage, inspire, and retain a high-performing workforce that achieves mission objectives. CPO provides the following Department-wide functions: Personnel Security; Performance Management; Employee Recognition and Awards; Labor Relations; Employee Relations; and the full range of Executive Resources Management.

As a Supervisory Personnel Security Specialist , you will:

  • Establishes internal controls consistent with OMB Circular A-123. Where delegated, exercises authority to approve, revise, or rescind personnel security policies impacting Department-wide operations. Resolves highly sensitive or precedent-setting security issues involving access determinations, risk mitigation, or insider threat concerns.
  • The incumbent directs all aspects of the personnel security lifecycle, including: preemployment

    onboarding and vetting; Suitability and national security adjudications;

    Credentialing and identity management (PIV issuance); Continuous vetting and reinvestigation programs. Ensures compliance with Homeland Security Presidential Directive 12 and Federal Information Processing Standard (FIPS) 201. Oversees integration of personnel vetting systems, including NBIS (National Background Investigation Services), ensuring data integrity and system security. Serves as Program Manager for PSD-related contracts and interagency agreements, ensuring compliance with Federal Acquisition Regulation. Leads workforce planning, training, and certification of personnel security staff to meet Federal investigative and adjudicative standards. Works collaboratively with other OCHCO organizations to resolve complex personnel and labor relations issues.

The official duty station for this position will be in Alexandria, Virginia . Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Key Requirements:
  • Must be U.S. Citizen or U.S. National.
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.

  • This position also requires the ability to obtain and maintain a Top-Secret/SCI security clearance as a condition of employment.
Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15 , you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service . Specialized Experience for this position includes:
  • Leading a federal personnel security program encompassing onboarding, suitability and national security adjudications, credentialing, continuous vetting, and clearance reciprocity operations; AND
  • Developing and implementing personnel security policies and procedures in accordance with Executive Orders, Trusted Workforce 2.0 requirements, and federal personnel security regulations; AND
  • Overseeing position designation, risk and sensitivity determinations, and adjudications using Security Executive Agent Directive 4 guidelines and Security Executive Agent Directive 7 reciprocity requirements; AND
  • Directing multi-branch security operations through subordinate supervisors, including workforce management, resource allocation, contract oversight, and performance management; AND
  • Advising senior executives and coordinating with federal investigative, adjudicative, and intelligence agencies on complex personnel security, clearance, and compliance matters.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement , if applicable:

For the GS-15 you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
