Cornerstone is excited for the opportunity to support the National Space Intelligence Center (NSIC) as it expands its facilities and capabilities in support of U.S. Space Force intelligence mission requirements. To support this effort, Cornerstone seeks an experienced Senior Secure Facilities Program Advisor – MILCON Program Manager at Wright-Patterson AFB, Ohio. The Program Manager provides senior-level program management and technical advisory support throughout the planning, design, construction, integration, and acceptance of classified intelligence facilities. The Program Manager represents and advocates for NSIC mission requirements while coordinating with Government organizations, the U.S. Army Corps of Engineers (USACE), architects and engineers (A/E), construction contractors, security organizations, communications and IT teams, and other mission stakeholders. This position does not perform construction activities . The Program Manager represents the Government mission customer by translating operational requirements into actionable MILCON requirements, coordinating complex technical and programmatic issues, assessing risks, and ensuring facility decisions remain aligned with NSIC mission needs. The Program Manager operates at both the technical project and senior executive levels and communicates complex engineering and MILCON issues in clear, concise terms. The individual briefs and coordinates with stakeholders ranging from installation-level organizations through MAJCOM and Headquarters-level leadership, Congressional staff, and private industry—capabilities specifically identified for the MILCON Program Manager in the draft PWS. Primary Responsibilities Lead senior-level program management and advisory activities supporting NSIC DoD MILCON requirements. Represent and advocate for NSIC mission requirements throughout facility planning, design, construction, integration, and acceptance. Translate operational, intelligence, security, communications, IT, and workforce needs into actionable facility and MILCON requirements. Coordinate activities among NSIC, installation organizations, USACE, A/E firms, construction contractors, security organizations, and other Government stakeholders. Apply knowledge of DoD MILCON and ICD 705 secure-facility construction to identify requirements, risks, conflicts, and recommended solutions. Apply detailed knowledge of USACE A/E and contracting processes throughout project planning and execution. Review program schedules, design milestones, construction progress, technical issues, proposed changes, and emerging requirements. Assess cost, schedule, performance, technical, security, integration, and mission risks and recommend mitigation actions. Evaluate the impact of design and construction decisions on NSIC mission capabilities and operational requirements. Facilitate requirements reviews, design reviews, project meetings, technical interchange meetings, and senior leadership reviews. Track technical issues, decisions, dependencies, risks, action items, and Government-directed changes through resolution. Coordinate secure-facility requirements with communications, IT, physical security, intelligence systems, mission systems, and other facility disciplines. Identify conflicts between facility, construction, security, and operational requirements and develop recommended courses of action. Translate complex engineering and technical information into clear language for Government leaders and non-engineering stakeholders. Develop executive-level briefings, decision papers, program assessments, schedules, risk analyses, and status reports. Brief and coordinate with base, MAJCOM, Headquarters Air Force/Space Force, Congressional, Government, and private-industry stakeholders as required. Maintain continuity and traceability between NSIC mission requirements, project decisions, and the capabilities delivered through the completed facility. Required Qualifications Demonstrated senior-level experience supporting DoD MILCON programs . Demonstrated experience supporting ICD 705-compliant classified facility/SCIF construction, modernization, or major facility programs . Current Project Management Professional (PMP) certification. Detailed knowledge of U.S. Army Corps of Engineers (USACE) A/E and contracting processes . Experience managing or advising complex MILCON projects involving Government organizations, engineering disciplines, A/E firms, construction contractors, and mission stakeholders. Demonstrated ability to translate detailed engineering and technical concepts into clear, uncomplicated language for technical and non-technical audiences. Demonstrated ability to identify, assess, communicate, and help resolve technical and programmatic risks. Experience coordinating requirements and technical issues among Government customers, engineering organizations, A/E firms, and construction contractors. Ability to develop and deliver executive-level program and technical briefings. Ability to communicate effectively with stakeholders at multiple organizational levels, including senior Government, military, and industry leadership. Active Top Secret clearance with the ability to obtain and maintain SCI access and any required special accesses. Highly Desired Qualifications 20+ years of DoD MILCON and related program management experience , consistent with the senior-level experience identified in the draft PWS. Extensive hands-on experience supporting ICD 705 construction and major SCIF/SAPF facility programs . Experience supporting major classified facility projects from requirements development and design through construction, accreditation, acceptance, and operational transition. Extensive experience with USACE A/E and contracting processes . Experience supporting USSF, USAF, USACE, DIA, NGA, NRO, NASIC, NSIC, or comparable DoD and Intelligence Community organizations. Experience representing a Government or mission end-user organization during MILCON design and construction. Experience integrating secure communications, classified IT infrastructure, intelligence systems, security requirements, and mission capabilities into MILCON programs. Experience supporting large-scale intelligence facility activation, relocation, transition, or operational stand-up. Experience identifying and resolving design or construction issues that affect classified mission capabilities. Experience briefing base, MAJCOM, Headquarters-level, Congressional, and private-industry stakeholders on complex engineering, MILCON, program, and mission issues. #J-18808-Ljbffr
