Accountant

Serving as a liaison and key resource to assigned departments, the Accountant undertakes various duties, including preparing and analyzing financial reports and statements, assisting in preparation of materials for audits, and evaluating and implementing financial procedures and internal control systems. This position plays a key part in the Finance department's role in providing fiscal administration and financial management for Douglas County by ensuring the timely and accurate completion of these crucial items. Primary Objectives Performs intermediate work providing professional level accounting and budgeting assignments for County programs and activities to include the preparation, review, analysis and presentation of financial information as required; performs related tasks as apparent or assigned. Supervision Exercised None Primary Duties And Responsibilities Assists management in the preparation, monitoring and analysis of department budgets and financial accounts; coordinates activities necessary to prepare and review financial requests and justifications; analyzes variances between actual and budgeted expenditures for assigned departments and or accounting funds requiring realignment of appropriations, encumbrances and/or payments to reflect proper cost accounting within budget constraints. Prepares and analyzes financial and statistical reports related to expenditures, revenues, forecasting, etc. utilizing statistical measures, cost benefit analyses, cost-effectiveness analyses, forecasting and trending techniques. Prepares and reviews journal entries and encumbrances; reviews accounts receivable for appropriateness, timeliness and aging. Acts as liaison with assigned departments in regard to financial activities; prepares fiscal impact statements; analyzes department program needs; develops and recommends fiscal measures; participates in contract administration and oversight; assists in development and application of collection methods and rate schedules. Evaluates and implements improvements to administrative and financial procedures and internal control systems; reviews assigned funds for proper application of accounting principles in accordance with Nevada Revised Statutes and Generally Accepted Accounting Principles. Prepares or reviews departmentally prepared monthly, quarterly, and year-end financial reports to outside agencies; prepares journal entries to reflect financial activity and provides assistance to departments, outside agencies, and the public in exchanging information and responding to requests. Performs governmental accounting for assigned funds and programs, including general, special revenue, capital projects, debt service, enterprise, internal service, and other funds as assigned; analyzes transaction for appropriate fund classification, revenue and expenditure recognition, and financial statement presentation. Performs accounting and reconciliation activities related to capital assets and capital projects, including reviewing acquisitions, disposals, transfers, construction-in-progress, capitalization, depreciation, project expenditures, and supporting documentation to ensure accurate financial reporting and compliance with established capitalization policies, applicable accounting standards, and Nevada Revised Statutes. Performs financial oversight and accounting activities related to transient occupancy tax, including reviewing tax returns, revenue, exemptions, adjustments, penalties, interest and supporting documentation. Reconciles reported activity to amounts received, prepares monthly and annual reports, prepares payments to various agencies. Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public. Minimum Qualifications Bachelor's degree with coursework in accounting, finance, or closely related field and two (2) years of experience in finance, budgeting, public finance or accounting; OR an equivalent combination of education, training and experience. Benefits are prorated for part-time employees working 20–29 hours per week. Part-time employees working 19 hours or less, as well as on-call employees, are not eligible for benefits. Retirement – Public Employees' Retirement System of Nevada (PERS) Douglas County contributes 36.75% of an eligible regular member and 50% of an eligible Police and Fire member's salary for retirement. Compensation Douglas County uses a Pay for Performance compensation system, where employees receive annual performance evaluations and may be eligible for merit-based salary increases. Qualified employees can earn up to a 3% merit increase on their anniversary date, and may also receive an annual Cost of Living Adjustment (COLA) during the first pay period of each fiscal year, based on the Consumer Price Index, up to a maximum of 5%.
