Job Description Under the general direction of the Section Director, the Assistant Director, Toll Bridge Program Manager will lead a team responsible for managing the health and performance of infrastructure under the responsibility of the Bay Area Toll Authority. This includes the seven state owned toll bridges and roadway assets. The Assistant Director will lead a team responsible for asset management, capital improvement planning, program management, maintenance support, bridge toll policy, and delivery of selected capital projects. The role requires close coordination with Caltrans, regional agencies, county transportation agencies, internal units and contractors. Key responsibilities include leading cross‑agency collaborations, providing strategic direction in project management and contracting, managing fiscal analysis and resource allocation, and delivering projects on schedule. The Assistant Director will mentor staff, develop relationships with partners, and ensure operational success. Responsibilities Strategic Management Develop a roadmap for toll bridge and related roadway infrastructure asset management and lifecycle planning. Develop and update the toll bridge asset management plan in alignment with direction provided by BATA. Develop strategies to understand and manage risks to bridges and associated infrastructure. Develop and update plans used to guide funding and investments by BATA on the toll bridges. Develop policies and procedures for interagency coordination with Caltrans to ensure bridge and infrastructure health. Coordinate with senior management to define MTC’s strategic role in the upkeep and performance of its roadside tolling infrastructure. Develop strategies to effectively maintain bridge and roadway infrastructure. Build partnerships with regional agencies, Caltrans, and CHP to ensure service levels and operating consistency within the region. Coordinate with partner agency staff to enhance and build strategic partnerships for each toll bridge. Identify and manage program level and enterprise risks related to the area of responsibility. Promote engagement with industry groups and other public agencies, process and systems innovation, and alignment of projects with evolving transportation technology and applications. Program Management Ensure internal and Caltrans bridge and capital and operating budgets align with agency objectives and targets. Ensure timely and appropriate use of program funds. Implement data strategies and analytical tools to manage and utilize data for toll bridge program and capital projects. Execute required cooperative, project, and maintenance agreements with Caltrans and other jurisdictions. Ensure high‑quality work and the delivery of assigned projects on schedule within resource constraints. Maintain maintenance levels and ensure that staff assignments are resourced correctly to deliver projects. Oversee procurements, contracts, and consultant efforts, ensuring compliance with scopes, schedules, and budgets. Participate in assessments of contractual issues, budgeting, auditing, and grant management strategies. Define roles and responsibilities for staff and contractors. Ensure timely decision making and incident response. Develop goals, objectives, performance targets, service level agreements, and monitoring plans. Act as point of escalation for problem‑solving and conflict resolution with internal and external stakeholders. Develop and deliver presentations and briefings to Executive Office, Commission, partner agencies and public meetings. Staff Supervision and Mentorship Supervise and mentor staff. Provide leadership and clear directions to assigned staff, review work performance. Foster a collaborative and innovative team environment that encourages professional development. Support continuous professional growth by providing training opportunities and resources. Inspire a shared vision and provide growth opportunities for staff. Ensure safe working practices and compliance with roadway work zone safety requirements. Qualifications Knowledge, Skills and Abilities Principles and practices of transportation operations, planning and engineering, managed lanes, tolling, systems engineering and asset management. Principles and practices of policy, funding and program development, project management, implementation and administration. Policies, procedures, rules, and regulations governing transportation planning and toll operations. Principles and practices of budget preparation, contract negotiation, and contract administration. Transformational leadership with strong analytical, problem‑solving, innovative mindset, negotiation and interpersonal skills. Clear oral and written communication, able to distill complex concepts into compelling presentations or reports. Interpret and apply applicable Federal, State, and local policies, laws and regulations. Manage programs and projects, develop work plans, complex budgeting, and expenses. Build consensus among diverse stakeholders and lead staff to facilitate inter‑agency coordination. Manage employee performance and mentor staff. Make decisions that produce high‑quality results by calculating risks, adjusting to priorities and changing demands. Identify and plan for day‑to‑day operational needs and respond quickly to changing demands. Guide procurements and vendor selection processes and manage vendor and consultant relationships. Minimum Qualifications An appropriate combination of education and experience that provides the required knowledge, skills and abilities is qualifying. Typical qualifications include: Education: Master’s degree in transportation planning, project management, public finance, transportation engineering, economics, business or public administration. Experience: Three years of increasingly responsible experience in an appropriate field related to the area of assignment. Alternative: Bachelor’s degree in an appropriate discipline and four years of relevant experience. Preferred Qualifications Five years of increasingly responsible professional experience administering programs in a field related to assignment area. Additional experience in transportation project delivery, tolls/transportation operations, asset management, structural engineering or project management is highly desirable. Licensed engineer in the State of California is desirable.
