- Must pass pre-employment drug screening.
- Organize and direct the County's Emergency Management and Homeland Security programs and activities related to the four phases of emergency management: mitigation, preparedness, response, and recovery.
- Perform the duties and responsibilities of County Emergency Management Director when interfacing with Arizona Department of Emergency and Military Affairs.
- Prepare and maintain the County's Emergency Operations Center (EOC) activation procedures and call out lists and ensures that the EOC and emergency related systems and software are maintained in a ready status at all times; provides ongoing training to City personnel on these systems
- Develop, prepare and maintain the County's Emergency Operation Plan, hazard/operational annexes, Hazard Mitigation Plans, and Community Wildfire Protection Plans.
- Prepare incident preparedness and after-action reports and presentations.
- Work closely with other County departments and a variety of outside agencies, such as governments, tribal entities, school districts, hospitals, utilities, and not-for-profit organizations to develop and implement emergency plans, policies and procedures.
- Review legislation and legislative changes to ensure that the County is in compliance with federal, state and operational area laws and regulations; recommends changes as appropriate.
- Develop and implement training and exercises to prepare County staff
- Set up and activate the EOC for actual emergencies and fills the role of EOC Director as needed
- Lead Event/Incident Action Planning Process; drafts the County's Incident/Event Action Plan; liaisons with internal and external participants.
- Recruit, train and direct the work of groups of volunteers, including Community Emergency Response Team (CERT).
- Prepare and manage the Emergency Management division budget, contracts and vendors.
- Oversee the Homeland Security Grants program; procures Federal Emergency Management Agency and Department of Homeland Security mitigation, response, and recovery grants.
- Chair the County's Local Emergency Planning Committee.
- Represent the County by attending and participating in professional meetings and seminars relating to disaster and emergency preparedness at county, state and federal level.
- Report to work as scheduled; may work a variety of schedules including evenings, weekends, holidays, and special events as required.
- Perform professional, administrative and investigational work in the maintenance and coordination of American Public Works Association accreditation and reaccreditation coupled with implementation of adopted management practices.
- Bachelor's Degree in Emergency Management, Public or Business Administration, Organizational Management, Risk Management, Safety Management, or related field.
- Five (5) years of professional responsible experience in program development and evaluation, organizing and managing strategic and operational preparedness and response planning and training projects, and working collaboratively with a variety of homeland security, emergency management services and local, state and federal government personnel.
- Two (2) years of supervisor experience.
- OR an equivalent combination of experience, education and training which provides the desired knowledge, skills and abilities may be considered.
- Must have the ability to obtain and maintain the National Incident Management Systems (NIMS) certification and completion of EMI Professional Development Series certificate within one (1) year of hire.
- Must have the ability to meet Arizona State Forestry Wildland Red Card light duty requirements.
- Must possess a valid driver's license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.

- Principles of planning, developing and coordinating emergency preparedness services and programs and the techniques of emergency response and recovery, preferably in a Homeland Security and/or County Emergency Management environment.
- Laws, regulations and policies related to homeland security and emergency management and emerging defense mechanisms to address such matters as bioterrorism and weapons of mass destruction.
- Civil defense organization, objectives, project planning and requirements.
- Principles of budget development, management, and reporting.
- Principles and practices of public administration.
- Federal, state and local laws, regulations and ordinances pertaining to public health practices and administration.
- The interrelationships, responsibilities, goals, and functions of county departments, law enforcement agencies, emergency services personnel, and local, state and federal government in planning and implementing homeland security and emergency management and response.
- Conducting public information forums, conferences, workshops and readiness exercises and presenting critical and public information and awareness issues.
- Supervisory management techniques and practices.
- Developing and writing grants and contracts and supporting documentation.
- Governmental organization and function.
- Methods and formats of developing, and maintaining technical and administrative manuals and reports..

- Understand, interpret and apply pertinent federal, state, county, city, and departmental laws, rules, regulations, codes, standards, policies, procedures and directives governing homeland security, emergency management, disaster and crisis preparedness and response and encountered in the performance of assignments.
- Read, interpret and analyze technical, medical, demographic and statistical data and laboratory reports.
- Establish and maintain effective working relationships with and elicit cooperation and support of employees, other agencies, service providers, emergency services and health care professionals and the public.
- Communicate effectively orally and in writing with personnel at all levels of the organization, representatives of other agencies and the general public.
- Develop and conduct public awareness presentations and homeland security and emergency management training, development and readiness exercise sessions.
- Independently plan, organize and direct APWA accreditation (or other accreditation) program under minimal supervision.
- Application of manual and automated systems for storage retrieval and analysis of data and in conducting work functions.
- Work independently in completing assigned tasks and in maintaining records and other documentation accurately and legibly.
- Apply the principles of loss prevention and risk identification.
- Coordinate and analyze objectives, methods, procedures, organization and maintenance of a department safety program.
- Plan and present effective safety education and training programs.
