Clinical Supervisor

The Clinical Supervisor oversees daily clinical operations for multiple programs providing behavioral health services along a continuum of needs. The Clinical Supervisor provides clinical supervision, training, and support to ensure evidence‑based practices, state and federal Medicaid standards, other funders, and Laurel Hill Center’s mission are integrated into effective recovery‑based services for people with serious mental illness or co‑occurring substance use disorder. Essential Functions Clinical Supervision Provide individual and group supervision to licensed and unlicensed clinicians, interns, and volunteers Offer guidance on complex cases and documentation in alignment with Oregon Administrative Rules and clinical best practices Maintain training and supervision logs as required by the Oregon Administrative Rules and applicable contracts Provide in‑the‑moment clinical supervision for teams providing behavioral and habilitative services Clinical Oversight Oversee the provision of behavioral and habilitative services Review charts and audit documentation to ensure compliance with Oregon Administrative Rules and program standards Support program coordinators to ensure integrated service delivery Support QMHA‑led programs with the development of prior authorization documentation Facilitate case consultation meetings with staff members, community agencies/supports, and family members about participants mutually served Assist the Director of Behavioral Health Services with maintaining a healthy and safe working environment and ensuring clinical staff follow policies and procedures Work collaboratively with management to improve operational procedures, maintain compliance with regulations, and ensure program efficiency Collaborate with the Director of Behavioral Health Services to develop, implement, and monitor policies and procedures for assigned programs Assist in the development of clinical policies, procedures, and performance goals, including staff productivity expectations LHC HIPAA Privacy Officer Staff Development Support clinicians in pursuing licensure and professional growth Assist behavioral health supervisors with hiring and training clinical staff Assist behavioral health supervisors with developing and implementing individual work plans related to clinical work Direct Service Handle high‑risk participants, urgent clinical issues, and participant complaints as needed Maintain a reduced caseload of participants or provide specialized services, particularly for complex cases (not to exceed 10 hours/week) Other Functions Participate in training and agency and staff meetings Provide management representation in one or more agency committees Other duties as assigned Required Knowledge And Abilities Knowledge and skills related to the treatment of mental health disorders Knowledge of and/or experience with trauma‑informed services and systems of care Ability to exercise discretion and independent judgment in all areas of job performance including adherence to appropriate relationship boundaries and HIPAA confidentiality Ability to communicate appropriately with staff and clients, including individuals with SMI symptoms Ability to apply clinical judgment, ethics, and accountability to formulate and implement treatment plans and other clinical documentation Understanding of and adherence to the ethical standards of the governing license or certification board Ability to provide supportive, professional, and appropriate services to individuals Ability to effectively engage clients by telephone, audio/visual telehealth, and in person Ability to use mobile technology, computers, and standard office equipment Ability to enter clinical documentation into an electronic health record system Ability to complete a variety of tasks daily (e.g. phone calls, outreach, referrals, EHR documentation, etc.) Ability to be a resource for others and work with providers in the community, as well as knowledge of community resources Ability to offer understanding and respond effectively and with sensitivity to special populations, such as those defined by race, ethnicity, language, age, sex, sexual orientation, economic standing, disability, migrant and seasonal worker status, homelessness, people living with HIV/AIDS, and others Ability to remain in compliance with policies, procedures, regulations, and standards Ability to meet Universal Expectations of Employment Ability to perform physical requirements of the position, including lifting up to 20 pounds, standing, sitting, bending, kneeling, crouching, reaching, grasping, using fingers, tolerating strong odors, speaking, repetitive motion, extensive use of computer, local travel Requirements One of the following Current licensure as LPC, LMFT, or LCSW Approved by applicable board to provide clinical supervision toward licensure Documentation of the following Experience and/or education with DSM‑5 diagnostics At least 120 contact hours of academic or continuing professional education in the treatment of substance use disorders Three years of paid full‑time experience in the social services field with a minimum of two years of direct substance use disorders counseling experience Ability to obtain a Medicaid Provider Number Current and valid Oregon driver’s license in accordance with Laurel Hill Center vehicular policy and procedure Drug Screening Requirement Successful candidates must complete and maintain compliance with Laurel Hill Center’s drug‑free workplace standards, which include: Passing a urinalysis drug screening with a negative result for THC Ongoing compliance with agency drug testing policies, as applicable While marijuana is legal under Oregon state law, this requirement is based on Laurel Hill Center’s contractual, regulatory, and funding obligations, which mandate adherence to drug‑free workplace standards for certain positions Failure to meet or maintain these requirements may impact employment eligibility
