Telecommunications Specialist

Make an impact by delivering reliable, secure voice and data communications for users across the Wisconsin Department of Military Affairs (DMA). In this role, you’ll administer VoIP services, solve complex telecom challenges, and deliver hands ‑ on support directly to the users who rely on these systems every day. The DMA is hiring a Telecommunications Specialist (IS Network Services Specialist). This position is located in Madison, WI at the Joint Force Headquarter building. The DMA provides essential, effective, and responsive military and emergency management capability for the citizens of our state and nation. During emergencies, no single organization can handle the response. The DMA consists of several organizations working together to plan, prepare, coordinate, and respond effectively when our communities and neighbors need us the most. This position, under the supervision of the Network Enterprise Center Branch Chief, provides operational support, service administration and technical support for the Department of Military Affairs federal voice and data communications networks. This professional position performs duties related to the implementation and ongoing support of telecommunication systems across the department and supports the availability of telecom services, configurations, and asset management. This position directly plans and administrates user services hosted on VoIP switching systems and VoIP networks. This position works primarily at a department headquarters environment with direct contact with users/subscribers. This position also is mobile in that he or she will move to user work areas, telecom closets and support areas to assess and resolve support requests. The position covers agency sites located state‑wide and, on occasion, will travel to resolve special requests or work as part of an installation and/or fielding team. The position utilizes an enterprise help desk ticket system to aid in the management of support requests. The position requires extensive knowledge of and experience with IT voice communications systems, general IT support techniques and processes, and technology asset and problem resolution. The position requires specialized knowledge of 1) voice switching systems, analog and digital phones, wireless communications devices, Internet Protocol (IP) voice systems and phones and 2) local area network (LAN) operation and configuration to include virtual private network access. Salary Information Starting pay is between $42.50 and $46.65 per hour. For current permanent state employees, pay will be set in accordance with the State Compensation Plan. This position is in the 07/33 pay schedule/range. A 12-month probation will be required. Must possess or be eligible to obtain and maintain a valid driver’s license as a condition of continued employment. In order to gain access to the military facilities and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check. In addition, the position requires a Common Access Card (CAC). A CAC requires successful completion of a Department of Defense investigation which is an additional more in-depth federal background check, for gaining access to federal computer systems, restricted locations, or classified information. Must apply for and obtain a United States Department of Homeland Security secret security clearance in order to gain access to classified information. The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9. This is a State of Wisconsin Civil Service position. The DMA does not require current or previous military experience. All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program. Additional information will be sent to the new employees and their supervisors on the Tuesday prior to NEO. Qualifications Candidates who meet minimum qualifications will have experience with: Installing, testing, and repairing telecommunications infrastructure, including interior network cabling, patch panels, and modular jacks, using tools like network testers and installer test sets. Operating within a formal IT help desk environment, including utilizing ticket tracking systems for asset and problem resolution. Providingdirect, face‑to‑face customer support and ad‑hoc user training. In addition to the minimum qualifications, well‑qualified candidates will have experience with the following preferred qualifications: Possession of an active, industry‑recognized certification such as CompTIA Security+, Cisco Certified Network Professional (CCNP) Collaboration, or equivalent. Experience implementing and documenting technical policies, standards, or improvement plans for an enterprise‑level telecommunications system. Experience conducting security assessments on network configurations, analyzing results, and developing recommendations for remediation.
