Job Summary: 

B&A is seeking a Talent Acquisition Lead to support a federal government client in fulfillment of a critical national security mission. The Talent Acquisition Lead will serve as the primary contractor lead for all talent acquisition activities, providing operational oversight, strategic direction, and technical expertise across recruitment, assessment, outreach, onboarding, and workforce planning initiatives.

This position is responsible for managing day-to-day talent acquisition operations, ensuring compliance with contract requirements, supporting hiring strategies aligned with workforce objectives, and leading a team dedicated to delivering exceptional recruitment services. The ideal candidate possesses deep expertise in federal human resources and talent acquisition practices, strong leadership capabilities, and experience supporting large-scale hiring programs in the Intelligence Community or other federal environments.

Responsibilities: 

• Own all contractor talent acquisition support for NGA, with authority over the day-to-day operational and technical matters of that work. 
• Manage the hands-on, day-to-day execution of recruitment, operations, and assessment activities. 
• Make sure talent acquisition processes, applicant tracking, and business operations meet the contract’s performance standards and timelines, including PAR completion within four business days of entry on duty and 24-hour response to applicants. 
• Support the design and execution of the Agency Talent Acquisition Plan and hiring strategy, in line with the Strategic Workforce Plan. 
• Oversee recruitment marketing and outreach, including 150+ recruiting events a year, virtual hiring events, digital and social media campaigns, and relationships with about 100 academic and professional organizations.

• Oversee offer and onboarding processing in PeopleSoft, including conditional offers, pre-employment requirements, and applicant communications. 
• Provide subject matter expertise on skills-based assessments for technical roles and on federal hiring procedures and oversee the pre-hire assessment program and validation studies. 
• Oversee student programs, including about 200 interns and 15 Stokes Scholars a year. 
• Communicate professionally and effectively with senior civilian officials, managers, and staff. 
• Supervise and develop the talent acquisition team. 

Education and Experience

• Bachelor’s degree in Business Management, Human Resources, Organizational Development, or Industrial-Organizational Psychology. 
• Minimum of six (6) years of experience supporting federal human resources, including: 
• Four (4) years directly supervising or leading Human Resources or Talent Acquisition teams. 
• Experience implementing and managing skills-based assessments for technical roles. 

Required Skills: 

• Project management skills, with the ability to manage multiple programs or projects. 
• Organizational change management abilities. 
• Ability to develop and execute talent acquisition strategies. 
• Proven, comprehensive understanding of HR. 

Desired Skills: 

• Two (2) years of supervisory experience leading a compensation or performance management team. 
• Professional HR certification (e.g., SHRM-CP/SCP, PHR/SPHR, or federal equivalent). 
• Two (2) years of experience with Intelligence Community hiring practices (e.g., Defense Civilian Intelligence Personnel System (DCIPS)). 
• AI training, experience, or demonstrated aptitude for learning AI tools. 

Security Clearance

• Active TS/SCI 
• Willing to submit to a counterintelligence Polygraph.
