Labor Relations Governance and SOP Consultant

We are looking for an experienced Labor Relations Governance and SOP Consultant to lead a Contract engagement focused on strengthening labor and employee relations practices fora client in San Jose, California. This role will evaluate existing documentation, design practical governance standards, and create clear operating procedures that support consistent handling of union and employee relations matters. The consultant will work closely with HR, Legal, and business leaders to build sustainable tools, guidance, and resources that improve compliance, documentation quality, and organizational readiness.Responsibilities:• Review current labor relations, employee relations, grievance, and collective bargaining materials to identify missing content, outdated documents, and opportunities for standardization.• Design and document structured policies, procedures, and standard operating methods that bring consistency to union-related and employee relations activities.• Build an end-to-end grievance administration framework that defines intake steps, required timelines, investigation practices, escalation paths, ownership, and resolution tracking expectations.• Create practical guidance for HR and management on engaging with union representatives, including communication norms, approval checkpoints, documentation standards, and decision-making responsibilities.• Establish governance for collective bargaining preparation and negotiation activities, covering stakeholder roles, approvals, recordkeeping expectations, negotiation tracking, and post-agreement follow-through.• Develop reusable templates and toolkits such as intake forms, investigation documents, meeting records, negotiation checklists, proposal trackers, communication models, and case management aids.• Partner with cross-functional stakeholders across HR, Employee Relations, Labor Relations, Legal, and operations to validate procedures and align documentation with day-to-day business realities.• Organize finalized policies, SOPs, templates, and reference materials within SharePoint, including document structure, naming standards, version control practices, and long-term maintenance guidance.• Deliver training and user guidance for managers, HR teams, and other stakeholders on updated procedures, documentation expectations, available resources, and access to materials.• Recommend a sustainable governance model for ongoing ownership, document upkeep, and continuous improvement after the project concludes.
