tendersglobal.net Description The Bank is currently looking to recruit a seasoned ethics professional, at Director Level, to assume responsibility for Ethics Advice and Early Interventions. The Director will have responsibility for promoting an ethical and values-based culture across the WBG and will be an integral part of the EIJ Leadership, creatively helping to shape the future of the VPU and deliver impact for staff. The Director will provide operational, strategic and managerial support to the EIJ VP, and will be expected to be flexible and collaborative while providing thought leadership, vision, and an enabling environment for staff to fulfill EIJ VPU’s mission with passion and professionalism. They will be expected to work closely across the EIJ VPU and with colleagues across the institution to help improve the effectiveness and efficiency of the EIJ VPU services. Duties And Responsibilities: The Director who heads the Ethics Advice and Early Interventions unit is expected to be an experienced and dynamic individual who is a recognized leader in their field, combining technical expertise, leadership skills, and a strong ability to navigate the complexities of a large and diverse multi-lateral organization such as the WBG. They will have day to day leadership and oversight of the business and management of ATV, AHC and the REO and will be responsible for furthering EIJ’s overall prevention agenda. Their duties and responsibilities include: Leading the development and application of the highest WBG ethical standards; standard-setting through the design and stewardship of ethical policies, practices, decisions, and behaviors; updating the Core Values and the Code of Ethics, along with the rules, procedures, and guidelines regarding ethical behaviors and conflicts of interest; ensuring consistent application and observance of WBG policies, rules and procedures; Providing impactful and innovative training across the WBG; cooperating with other international organizations, and with research or academic institutions, to identify and promote best practices and to disseminate expertise, inside and outside the WBG, regarding the most current and prominent ethical issues; developing a strong understanding of international best practice in the sphere of ethics; Advising staff and institutional units by sharing ethics expertise, spotting trends, and providing counsel on conflicts of interest and compliance-related issues; enhancing compliance and the culture of compliance across the WBG; Identifying and addressing inappropriate management styles and/or harassing or discriminatory behaviors on the basis of concerns raised to the AHC and REO, operating in close coordination, as needed, with other EIJ VPU units; resolving complex and sensitive issues; utilizing data analytics and monitoring techniques to prevent discrimination and retaliation; Promoting a sustained “speak up” institutional culture, in which all individuals are encouraged to seek advice and raise concerns regarding ethical behaviors; Providing leadership, direction, coaching, and feedback to develop a high performing and talented team; ensuring adequate flow of information within and across teams; Managing the Ethics Advice and Early Intervention budget effectively and efficiently, ensuring that deployment of resources is consistent with Resource Management rules, policies and internal controls. This includes providing input to the EIJ VP on workforce planning, budgeting, organization and prioritization to ensure an efficient and effective use of EIJ resources including through the periodic review and optimization of the EIJ organizational structure; Coordinating closely the engagement of Ethics Advice and Early Intervention with other sub-units in the EIJ VPU, and more broadly with key stakeholders across the WBG, to ensure that the highest standard of services are provided to WBG staff; Representing Ethics Advice and Early Interventions and the EIJ VPU in internal and external fora, including high-level corporate committees; this includes acting for the EIJ VP when requested; Providing periodic reports to the EIJ VPU, the Office of the President and the WBG’s governance committees on issues and trends relating to Ethics Advice and Early Interventions; Advising the EIJ VP on setting the strategic direction and work program for the VPU, providing input into the overall strategy; providing leadership and input into EIJ VPU initiatives, communications, and outreach; Overseeing the effective implementation of EIJ VPU’s key strategic priorities; Supporting the EIJ VP in building credibility and reinforcing trust in the EIJ VPU as it implements its mandate. Reporting Relationship: The Director, Ethics Advice and Early Interventions, reports to the EIJ Vice President. They shall be appointed for a period of four years and this appointment may be renewed by the EIJ Vice-President. Selection Criteria Minimum of a Master’s degree in a relevant discipline (e.g., economics, finance, public policy, business administration, law, ethics, etc.) and 20 years of relevant experience or equivalent combination of qualifications and experience; Minimum of 10 years’ experience in ethics, compliance or employment law; Demonstrated ability to be intellectually flexible and to address sensitive matters with the highest level of integrity, impartiality, tact and discretion; Proven commitment to achieving impact and measuring results, ability to communicate complex concepts in a simple, digestible fashion; Demonstrated ability to represent the World Bank externally and/or lead discussions at the highest official levels; Proven ability to identify and articulate policy issues, tradeoffs, and priorities and to provide technically and strategically sound policy advice; Exceptional judgement and ability to provide leadership in areas where there is no “wrong” or “right” answer; Track record of personal leadership in shaping and leading new agendas, collaborating to bring thought leadership and analysis together with delivery capacity for maximum client impact. Track record of managing complex and large work programs and change management initiatives, budgets, portfolio monitoring and supervision, with proven results. Demonstrated ability to manage complexities and identify interdependencies; Superior written and verbal communication skills with demonstrated ability to think strategically and synthesize complex issues (translated into effective oral and written briefs); Very strong interpersonal skills to work effectively in teams, and with management and colleagues at all levels, with a proven ability to work collaboratively across functions/boundaries, and to build bridges across different constituencies; Ability to navigate complex policy issues with institutional significance, and an ability to forge strong and effective relationships and resolve differences across organizational boundaries; Superior organizational and logistical skills, and the ability to follow-up systematically on a broad set of initiatives and decisions; Prior experience in successfully managing a diverse group of highly skilled professionals; capacity to motivate teams to excel within the context of a multilateral organization. Interest to develop, inspire, and empower others; manage, coach and mentor others; to provide consistent, accurate and straightforward feedback regarding strengths and developmental needs; and to steward talent to strengthen the institution; Demonstrated commitment to WBG Core Values and proven track record of fostering a strong and healthy culture of diversity, inclusion, honesty, trust, collaboration, openness, integrity, and accountability; Demonstrated ability to be sensitive to issues around race, inclusion, and intersectionality.
