USDA Foreign Agricultural Service (FAS)
Duties The duties described are for the full‑performance level. At developmental grade levels, assignments will be of a more limited scope, performed with less independence and limited complexity. Analytical assignments require analysis of interrelated issues of effectiveness, efficiency and productivity affecting major administrative programs of the Agency. Conduct research, develop facts, and on that basis develop courses of action to resolve special problems referred to the Senior Director for objective executive determination. Initiate and direct staff in the preparation, issuance, and interpretation of procedural rules, guidelines and policies and the interrelationships between Agency program and administrative policies and procedures as required. Support the design and implementation of the Program Area Action Plan and data collection and presentation for Data Driven Reviews. Perform other duties as assigned to accomplish the major objectives and responsibilities of the office. Direct the formulation and development of recommendations for complex operating policies for the handling of all functions assigned. Requirements You must be a U.S. Citizen or U.S. National. Males born after 12/31/1959 must be Selective Service registered or exempt. Subject to satisfactory adjudication of background investigation and/or fingerprint check. Successful completion of one year probationary period, unless previously served. Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of probation. Direct Deposit: Per Public Law 104‑134 all Federal employees are required to have federal payments made by direct deposit to their financial institution. Successfully pass the E‑Verify employment verification check. Final appointment and continued employment is conditional on negative results for illegal drug use. Selectee will be subject to a pre‑employment medical statement and/or exam. Valid state driver’s license is required at the time of application. In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter. Selectee must be able to obtain and maintain a Secret security clearance. Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time‑in‑grade restrictions, specialized experience and/or education, as defined below. Time‑in‑grade: Current federal employees applying for a promotion must have 52 weeks of service at the next lower grade level. For the GS‑14 level: Applicants must have one year (52 weeks) of specialized experience (equivalent to the GS‑13 level) that may have been obtained in the private or public sectors which demonstrates: Experience developing detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the lifecycle of programs/projects; analyzing problems and issues. Experience calling attention to potential advantages or disadvantages of utilizing a course of action under varying situations and recommending alternative actions while leading or supervising a team and evaluating work. Experience with leadership or supervisory practices and methods; ability to plan and organize work, make sound decisions and evaluate work accomplishments. Experience justifying findings and recommendations to top‑level agency officials. Experience developing and implementing policies, program alternatives and related issues. Note: There is no education substitution for this grade level.
