YouthBuild Grant Director

Job Purpose The YouthBuild Grant Director is responsible for the overall administration, compliance, fiscal oversight, recruitment, enrollment, and effective implementation of the Department of Labor YouthBuild grant. The grant was written on behalf of the school’s Board of Directors/School Board; therefore, this position is responsible for ensuring that grant operations are implemented in alignment with Board expectations, approved grant requirements, Department of Labor YouthBuild requirements, budgetary guidelines, and established performance indicators. Because Oakmont Education has been engaged by the Board to manage the school, the YouthBuild Grant Director is also responsible for ensuring that YouthBuild grant operations are fully integrated with school operations. This includes close coordination with the school leadership team and Oakmont Education leadership to ensure that program implementation, compliance, staffing, recruitment, enrollment, participant supports, reporting, fiscal oversight, and performance outcomes operate seamlessly within the broader school model. Duties And Responsibilities Serve as the primary administrator responsible for the effective implementation of the YouthBuild grant on behalf of the school’s Board of Directors/School Board. Ensure compliance with all applicable Department of Labor YouthBuild grant regulations, approved grant activities, organizational policies, participant eligibility requirements, documentation standards, reporting expectations, and performance indicators. Direct and manage the YouthBuild program within established budgetary guidelines, ensuring that grant funds, staffing, contractors, supportive services, training resources, and program activities are used effectively, responsibly, and in accordance with grant requirements. Monitor grant spending, staffing costs, contractor costs, participant supports, training costs, and other program expenses to ensure the program remains within the approved budget. Ensure that no substantial changes to the approved grant design, scope of work, program services, contractor structure, budget, or performance strategy are implemented without appropriate review, approval, and documentation consistent with Department of Labor YouthBuild grant requirements. If any substantial programmatic, operational, staffing, contractor, service‑delivery, or budgetary changes or deviations from the approved grant application are required, the YouthBuild Grant Director must, in a timely manner, submit Statement of Work modification requests and/or budget modification requests. Coordinate closely with the school leadership team and Oakmont Education leadership to ensure YouthBuild grant operations are integrated with school operations, student supports, staffing structures, academic programming, workforce development activities, compliance systems, recruitment efforts, enrollment processes, and performance goals. Lead and monitor participant recruitment, outreach, eligibility screening, enrollment, and onboarding activities to ensure the program meets approved enrollment targets and maintains a strong participant pipeline. Ensure that recruitment and marketing activities accurately represent the YouthBuild program, comply with grant expectations, align with the school’s mission and branding, and are coordinated with school leadership and Oakmont Education leadership. Ensure that all participant enrollment documentation, eligibility records, intake materials, assessment records, service plans, attendance documentation, progress records, supportive service documentation, placement records, follow‑up records, and other required paperwork meet Department of Labor YouthBuild grant requirements. Ensure program operations support participants in earning a high school diploma, gaining workforce readiness skills, earning industry‑recognized credentials, preparing for postsecondary education or training, and entering employment, apprenticeship programs, or other quality career pathways. Recruit, secure, and oversee the services of qualified staff / contractors who demonstrate the capacity to deliver assigned program outcomes within the established YouthBuild culture. Monitor staff/contractor performance to ensure services are aligned with grant requirements, participant needs, performance indicators, timelines, documentation expectations, and program goals. This includes coordinating with the School’s Director / Oakmont Leadership regarding implementation of performance plans and/or disciplinary actions. Develop and maintain positive relationships with community partners, employers, training providers, apprenticeship sponsors, postsecondary institutions, public agencies, supportive service providers, and other stakeholders. Ensure appropriate Memorandums of Understanding and partnership agreements that support the YouthBuild program and outcomes are fully executed, stored and current. Monitor enrollment, participation, attendance, retention, completion, placement, and follow‑up data to identify gaps and implement timely corrective action when the program is at risk of missing grant targets. Maintain accurate records, reports, documentation, and performance data required for grant compliance, fiscal accountability, participant tracking, contractor oversight, partnership agreements, monitoring visits, program evaluation, and continuous improvement. Lead preparation for grant monitoring, audits, reporting deadlines, performance reviews, and corrective action processes as required. Participate in relevant meetings, trainings, workshops, technical assistance activities, monitoring activities, and/or committees related to YouthBuild grant implementation and continuous program improvement. This includes meetings with the school to ensure seamless integration of all activities. Performance Outcomes Ensures the YouthBuild grant is implemented in a manner that is accountable to the school’s Board of Directors/School Board and consistent with the approved grant application, Board expectations, and all applicable grant requirements. Ensures YouthBuild grant operations remain within the approved budget and that all expenditures are properly documented, allowable, and aligned with Department of Labor YouthBuild requirements. Submits required Statement of Work modification requests and/or budget modification requests when substantial changes occur from the approved grant application, program design, scope of work, staffing plan, contractor structure, service delivery model, or budget. Maintains strong coordination between YouthBuild grant operations, school operations, the school leadership team, and Oakmont Education leadership. Ensures YouthBuild programming functions as an integrated component of the school model rather than as a disconnected or stand‑alone initiative. Ensures the program meets approved recruitment and enrollment targets and maintains a participant pipeline sufficient to support grant performance goals. Ensures all recruitment, marketing, eligibility, enrollment, participant tracking, service documentation, placement, and follow‑up records are accurate, complete, timely, and compliant with Department of Labor YouthBuild requirements. Secures and oversees qualified staff/contractors who successfully deliver assigned services and outcomes within the established YouthBuild culture. Develops and maintains strong community partnerships, including appropriate Memorandums of Understanding that support recruitment, training, supportive services, service projects, placement, follow‑up, and career pathways. Ensures program operations are efficient, coordinated, fiscally responsible, and aligned with required grant performance indicators. Uses enrollment, attendance, retention, completion, placement, and follow‑up data to identify performance concerns and implement timely corrective action. Supports participant success in education, occupational skills training, leadership development, community service, supportive services, placement, retention, and follow‑up. Maintains accurate documentation and reporting systems that support compliance, accountability, monitoring, performance reporting, fiscal oversight, and continuous program improvement. Strengthens pathways to employment, postsecondary education, training, industry‑recognized credentials, apprenticeship programs, and other high‑quality career opportunities. Qualifications, Education And Experience Necessary and desirable qualifications include, but are not limited to, the following: Commitment to Oakmont’s vision and the school’s vision and growth. Knowledge of Department of Labor grant‑funded programming, YouthBuild requirements, performance indicators, compliance requirements, reporting expectations, and program monitoring. Experience managing grants, budgets, contractors, partnerships, program operations, performance outcomes, and/or community‑based initiatives. Strong understanding of YouthBuild, workforce development, alternative education, pre‑apprenticeship, apprenticeship, construction training, supportive services, youth development, or related programming preferred. Ability to manage education, occupational skills training, leadership development, service learning, supportive services, placement, and follow‑up components in a coordinated program model. Exceptional interpersonal, communication, and presentation skills. Effective organizational skills with the ability to manage multiple priorities, deadlines, records, reports, compliance requirements, contractors, and partner relationships. Strong leadership skills with the ability to guide staff, contractors, partners, and participants toward successful program outcomes. Ability to develop and maintain positive working relationships with the Board, school leadership, Oakmont Education leadership, community partners, public agencies, employers, apprenticeship sponsors, training providers, contractors, funders, and internal team members. Proficiency in the use of technology, data systems, reporting tools, participant tracking systems, and standard office software. Experience working with youth and young adults of various social, educational, and economic backgrounds. Ability to analyze participant and program data in order to identify concerns, monitor progress, support corrective action, and improve outcomes. Willingness to go “above and beyond” to support participants in achieving academic, career, leadership, service, and personal goals. Commitment to continued personal and professional growth. A valid driver’s license and independent source of transportation. Education Preferred: Bachelor’s degree in Education, Business, Communications, or related field. Experience Preferred: 3‑5 years of experience in grant management. Working Conditions The usual and customary methods of performing the job’s functions require the following physical demands: some lifting, carrying, pushing, and/or pulling; and significant fine finger dexterity. This job is performed in a generally clean and healthy environment. There is a component of this job that may require the candidate to travel to partner sites, Work‑Based Learning locations, DOL Trainings and community‑based settings. However, there may be occasional requirements to attend meetings or training sessions that involve standing or walking.
