Information Technology Specialist 3

The New York State Education Department's (NYSED) Office of Information Technology Services (ITS) is seeking candidates for an Information Technology Specialist 3 position within the Networking team. Reporting to the Information Technology Specialist 4, the Information Technology Specialist 3 serves as a Network administrator. The incumbent in this position will be responsible for the installation, configuration, and administration of network devices and infrastructure. This role works closely with end users and team members to ensure the network and associated technologies remain reliable, secure, and efficient.

Duties of this position include, but are not limited to, the following:

• Support NYSED's network infrastructure of routers, switches, firewalls, LAN wiring, fiber optic cabling, network appliances, etc., and ensure network components are functioning optimally;
• Assist with the design, implementation, and administration of network equipment;
• Assist with capacity planning and monitoring of network data as we expand out;
• Assist with DDI, NAC, Wi-Fi, and other network technologies (as procured);
• Analyze network connectivity and bandwidth issues and perform appropriate remedial action;
• Develop and maintain system documentation for the agency network, including the creation of LAN and WAN diagrams as needed;
• Interact with other technical units to troubleshoot various hardware, software, and networking issues;
• Assist and communicate with ITS staff, management, and external vendors;
• Manage service requests and workflow using the JIRA Service Desk ticketing system;
• Supervise and mentor junior network engineers, providing technical guidance and performance feedback.

MINIMUM QUALIFICATIONS:

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.
• Substitution: A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; OR a bachelor's or higher-level degree in any field and three years of experience; OR an associate degree with 15 semester credit hours in a computer science field and four years of experience.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Chief Computer Operator, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Systems Programming), Information Technology Specialist 4, Information Technology Specialist 4 (Operations), or Mapping Technologist 3.

Section 70.4 Transfer to Information Technology Specialist 3: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Information Technology Specialist 3 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-21 or higher AND have standing on the Information Technology Specialist 3 eligible list AND possess the open competitive minimum qualifications.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and meet the below minimum qualifications:

CONDITIONS OF EMPLOYMENT:

This will be a contingent permanent, competitive appointment or a contingent permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of coursework/degree and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work.

This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
