Position Overview Announcement: 6771 Opening Date: 22 May 2026 Closing Date: Until Filled Work Schedule: Full‑Time TEMP NTE 1 YR Position: CDC Director Salary: $84,439+ DOE/annually Location: Kodiak, AK Pay Plan/Series/Pay Band: NF-1701-04 Duties and Responsibilities This position serves as the director of the U.S. Coast Guard Child Development (CDC) at Base Kodiak and functions as the focal point for child development services and family childcare programs. Services may include infant care, toddler care, preschool programs, after‑school care, hourly care, and oversight of the in‑home family childcare program. The CDC Director works under local administrative supervision (GS12 or O6) and under the technical program policy and guidance provided by the Coast Guard Headquarters Health, Safety, and Work Life (HSWL) program manager. The CDC at Base Kodiak is a large program with over 100 children enrolled and 28 staff members in support of the program. In this role, management must comply with all applicable Federal, State, accreditation agency, and local regulations, including enrollment limits; coordinate with local union representation and the Master Labor Agreement; and manage multiple funding sources with differing regulatory requirements. The position requires maintaining the health and safety of children, responding to emergencies, interpreting program developments, understanding children’s and parents’ needs, making program‑planning decisions, and innovating methods to continually improve child development services within financial and physical constraints. Other duties as assigned. Minimum Qualifications Bachelor’s degree in child development or early childhood education, or a combination of education and experience equivalent to a four‑year program. Experience managing an entire cycle of an early childhood program, including budgeting, facility management, supply management, program development, implementation, personnel selection, training, and supervision, and curriculum oversight. Current certification in first aid and cardiopulmonary resuscitation. Valid driver’s license and ability to operate an automobile. Physical ability to lift and carry up to 45 pounds and perform routine movements such as sitting, standing, walking, bending, and stooping indoors or outdoors. Successful completion of a Tier 1 background investigation, including state checks, upon hiring and renewal every five years. Pass the Civilian Medical Clearance Examination at preplacement and every two years thereafter. Must be 18 years or older to apply. Preferred Qualifications Additional training or experience related to child development, childcare management, or related fields. Experience working with diverse or underserved populations.
