Job Description BIICS, Inc is looking to fill a Test Managerposition. The position is located in Tallahassee, Florida and work is on-site . Test Manager Working under the directionof the designated Project Manager or client representative, the Test Managershall plan, coordinate, manage, and support testing activities throughout theproject lifecycle. Services shall include collaboration with businessstakeholders, the Division of Technology, business analysts, developers, systemintegrators, vendors, and project teams to ensure the Pega solution meetsapproved business, functional, technical, security, and operationalrequirements. Responsibilities Test Strategy and Planning Develop and maintain theproject Test Strategy and Master Test Plan to define the overall testingapproach, objectives, scope, methodologies, testing phases, schedules, entryand exit criteria, resource requirements, environments, roles and responsibilities,and risk mitigation strategies. Define testing phases,test environments, test data requirements, reporting methods, approvalprocesses, and testing schedules aligned with project milestones. Identify testingdependencies, assumptions, constraints, risks, and mitigation strategies. Coordinate testingactivities with the Business Unit, Division of Technology, business analysts,developers, vendors, system integrators, and project leadership. Support Agile, Waterfall,or hybrid project delivery methodologies as determined by the Department. Test Design and Execution Review businessrequirements, functional requirements, user stories, acceptance criteria,process maps, business rules, design documentation, and technicalspecifications. Develop and maintain testscenarios, test cases, test scripts, expected results, and test executionprocedures. Develop and maintainrequirements traceability to ensure complete test coverage of approved businessand functional requirements. Coordinate and execute functional,system, integration, regression, end-to-end, performance, accessibility, anduser acceptance testing activities. Coordinate securitytesting activities with technical resources, as appropriate. Validate businessworkflows, business rules, user roles, approvals, notifications, reports,dashboards, system integrations, data inputs, outputs, and exception handling. Document test results,evidence, deviations, issues, and testing outcomes. User Acceptance Testing Develop and maintain theUser Acceptance Testing (UAT) Plan. Coordinate businessparticipation in UAT, including scheduling, participant identification, testdata preparation, and execution support. Prepare UAT test scripts,instructions, and supporting documentation. Facilitate UAT sessionswith business users and subject matter experts. Track UAT execution,results, defects, issues, questions, and stakeholder approvals. Obtain business acceptanceand coordinate resolution of issues identified during UAT. Establish and manage thedefect management process throughout the testing lifecycle. Log, classify, prioritize,assign, track, monitor, retest, and verify closure of defects. Facilitate defect triagemeetings with business and technical stakeholders. Maintain defect logs,testing metrics, defect trends, severity reports, and status reporting. Coordinate withdevelopers, business analysts, vendors, and technical teams to ensure timelydefect resolution. Implementation Support Assess and reportimplementation readiness by evaluating testing progress, outstanding defects,quality metrics, risks, dependencies, and overall testing completion. Support go-live readinessreviews and provide recommendations for implementation based on testingresults. Coordinate productionsmoke testing and post-implementation validation activities. Validate critical businessprocesses, workflows, integrations, reporting, user access, and systemfunctionality following deployment. Document productionvalidation results, lessons learned, outstanding issues, and testing closeoutactivities to support project stabilization. Requirements Minimum of five (5) yearsof experience in software quality assurance, software testing, or testmanagement, preferably supporting enterprise application development, systemmodernization, or digital transformation initiatives. Minimum of three (3) yearsof experience serving as a Test Manager or Test Lead responsible for planning,coordinating, and managing testing activities across multiple project teams. Experience developing andimplementing enterprise test strategies, master test plans, test schedules,testing methodologies, and quality assurance processes. Experience managing allphases of the software testing lifecycle, including requirements analysis, testplanning, test design, test execution, defect management, user acceptancetesting (UAT), implementation validation, and post-production support. Experience developing andmaintaining test scenarios, test cases, test scripts, test data, requirementstraceability matrices, and test summary reports. Experience coordinatingfunctional, integration, system, regression, end-to-end, performance,accessibility, and user acceptance testing. Experience establishingand managing defect management processes, including defect logging,prioritization, triage, tracking, reporting, retesting, and closure. Experience workingcollaboratively with business stakeholders, business analysts, projectmanagers, developers, system integrators, vendors, and technical support teamsto ensure testing activities align with project objectives. Experience validatingbusiness workflows, business rules, case management processes, systemintegrations, reporting functionality, security roles, notifications, and dataintegrity. Experience supportingAgile, Scrum, Waterfall, and hybrid software development methodologies. Experience usingenterprise test management and defect tracking. Strong analytical,organizational, problem-solving, facilitation, communication, and technicalwriting skills. Ability to prepareexecutive-level testing metrics, dashboards, quality reports, risk assessments,and go-live readiness recommendations. Proficiency with MicrosoftOffice Suite, including Excel, Word, PowerPoint, Visio, Project, SharePoint,and Teams. Preferred Experience supporting PegaPlatform implementations, workflow automation, and case management solutions. Experience testingbusiness process management (BPM), customer relationship management (CRM), orenterprise workflow applications. Experience supportingpublic sector, regulatory, licensing, or compliance-driven information systems. Experience supportinglegacy system modernization and migration to cloud-based or enterpriseplatforms. Experience coordinatingtesting across multiple vendors, system integrators, and businessorganizations. Experience performing API,web services, interface, and data integration testing. Experience with dataconversion, migration, and reconciliation testing. Experience coordinatingperformance, load, accessibility, and security testing activities. Experience developing testautomation strategies and integrating testing into DevOps or continuousintegration/continuous delivery (CI/CD) pipelines. Current certification suchas ISTQB Certified Tester, Certified Software Test Professional (CSTP),Certified Manager of Software Testing (CMST), Project Management Professional(PMP), Certified ScrumMaster (CSM), SAFe Agilist, or equivalent quality assuranceor project management certification.
