Deputy Director of Capital Program Planning and Analysis

Job Summary The Deputy Director of Capital Program Planning and Analysis will help lead the development of the MBTA’s five-year capital plan through data analysis, engagement with internal and external stakeholders, and the development of decision-support tools. Working with MBTA executive leadership, the Deputy Chief of Capital Strategy, and the Senior Director of Capital Program Planning, the Deputy Director of Capital Program Planning will help create a fiscally constrained five-year capital plan that will translate the vision and goals set by the Governor, Secretary, MBTA Board of Directors, and General Manager into an achievable portfolio of tangible capital programs and projects. The Deputy Director, working with other members of the Capital Program Planning team, will develop, implement, and monitor the process of developing the MBTA’s five-year Capital Investment Plan (CIP). The Deputy Director will also oversee processes related to project implementation, including processing project funding changes and performing ongoing analyses of capital project performance. In partnership with stakeholders across the Massachusetts Department of Transportation (MassDOT) and MBTA organizations, including Deputy Chiefs, Directors, and Project Managers, the Deputy Director will be responsible for conducting quantitative analyses and developing related insights for internal decision-making and public presentations or communication related to the capital program. Duties & Responsibilities Lead the development of the MBTA’s $10.3B five-year Capital Investment Plan (CIP) in close collaboration with the Capital Program Planning Team, MBTA Chiefs and Deputy Chiefs, Operations leadership, asset owners, project directors and managers, and individuals at other State agencies such as MassDOT and the Executive Office of Administration and Finance. Manage conversations in a high-pressure environment with agency leadership, municipal elected and local officials, federal partners in United States Department of Transportation (USDOT), Federal Transit Administration (FTA), Federal Railroad Administration (FRA) and Federal Highway Administration (FHWA), state partners, and staff at the various municipal planning agencies through which federal funding is allocated. Develop and manage processes for identifying, reviewing, evaluating, and prioritizing potential capital projects for funding as part of the annual CIP update. Engage with MBTA subject matter experts, including the Asset Management, Safety, Environmental, Security, and Systemwide Accessibility departments, to evaluate capital project requests. Create and oversee processes to assist with implementation of the Capital Program throughout the fiscal year. Proactively identify project budget risks and monitor capital project performance to address funding needs that arise in-between annual updates to the capital plan. Manage capital funding changes between annual CIP updates to ensure alignment with approved project budget estimates at completion, schedules, performance measures, and other milestones in close collaboration with the Capital Finance and Accounting and Project Controls departments. Evaluate and improve upon recent process to conduct project reviews for all projects over $15M each year with agency leadership. Goal of these reviews is to ensure that projects are aligned with agency priorities and are managed well to result in on-budget outcomes. Develop strategies to bring more attention to projects that are not progressing or are not the best use of funds in a highlight constrained environment. Working with the Senior Director of CIP Development, create a data governance and management strategy for the CIP Development team, ensuring that capital project datasets are maintained and updated to allow for ongoing analysis. Utilize data visualization, business intelligence, and geospatial intelligence systems (GIS) tools to collect, display, and analyze project data, contributing to informed decision-making within the capital program. Design and develop executive- and public-facing presentations, reports, and other communication materials related to the MBTA's capital program, including the annual CIP book and associated web content, which will be shared with a variety of stakeholders, including the MBTA Board of Directors, the Boston Region Metropolitan Planning Organization, the MBTA Advisory Board, and members of the general public. Develop and implement a public outreach strategy for the annual update to the CIP in coordination with External Affairs, Public Engagement, Customer Experience, and other MBTA departments. Oversee the management of capital project portfolios by Senior Analysts, ensuring that important project information is communicated to Capital Program Planning leadership. Engage with staff from Commonwealth, Federal, and municipal partners to ensure compliance with their processes and procedures and explore funding opportunities. Identify and implement improvements to funding-related processes to maximize the impact of capital investment and ensure the efficient utilization of funds. Support the development of the Capital Program Planning Department, including hiring, training, and managing staff as appropriate. Perform all other duties and projects that may be assigned. Additional responsibilities may include focus on one or more departments or locations. See applicable addendum for department or location specific functions. Supervision Directly supervise one or more Senior Analysts. Minimum Requirements & Qualifications Bachelor's degree from an accredited institution in Public Administration, Business Administration, Engineering, Architecture, Urban Planning, Economics, or a related field. Five (5) years of relevant experience in a budgeting, planning, quantitative, and/or research role. Two (2) years of supervisory, managerial, and/or leadership experience. Effective organizational, analytical, writing, multi-tasking, and time management skills. Advanced skill in MS Office, including Excel and PowerPoint. Ability to organize data, communicate insights and conclusions, and exercise effective problem-solving skills. Ability to work in a collaborative and team-oriented manner. Ability to handle sensitive and confidential information in an appropriate manner. Excellent communication, analytical, and presentation skills with the ability to obtain buy-in with key stakeholders at all levels of the organization and influence their decision-making. Highly organized with the ability to manage time, resources, and people, handling multiple programs simultaneously. Demonstrated data analysis skills, including the ability to conduct program analysis and identify key performance indicators. Ability to learn quickly, take direction, work independently, and use creative, collaborative, and consultative approaches to resolve issues. Substitutions A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. An associate degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. A master's degree in a related subject substitute for two (2) years of general experience. A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience. Preferred Experience & Skills Master's degree from an accredited institution in Public Administration, Business Administration, Engineering, Architecture, Urban Planning, Economics, or a related field. Experience in planning, budgeting, data analysis, or capital project management in a public agency or within the transportation industry. Experience working with Federal and State transportation funding, include knowledge of applicable regulations Experience with data visualization, business intelligence, and/or geospatial information system (GIS) tools and software programs. Knowledge of Trimble Unity Connect Project Management Information System. Job Conditions Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
