Duties

Help

If selected for this position, you will serve as a Human Resources Specialist in the United States Attorney's Office, Eastern District of California. You will provide a variety of human resources management services in two or more of the following functional areas: recruitment and placement, position classification, employee relations and performance management, employee benefits, and human resources development. If selected, you will receive formal and/or on-the-job training as needed. Duties include:

• Researching, interpreting, and applying human resource related laws and regulations to individual situations and questions raised by employees and supervisors.
• Conducting new employee orientation.
• Providing advice and assistance to employees and management in the area of employee benefits to include health insurance, retirement, and life insurance.
• Assisting employees in preparing paperwork related to HR actions, reviewing forms for completeness.
• Using automated staffing systems to develop vacancy announcements by gathering information from position descriptions, qualification standards, and processing new-hire onboarding.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

GS-7: To be eligible at the GS-7 level, you must meet at least ONE of the following conditions, as defined below : Specialized Experience, Education, OR a combination of Education and Experience.

Specialized Experience : At least one full year of specialized experience equivalent to the GS-05 level in Federal service. Specialized Experience is defined as applying basic human resources principles and practices; communicating factual information orally and in writing; and assisting a human resources staff in providing technical support and advisory services to employees in any human resources area, such as staffing and recruitment, position classification, performance management, and employee benefits.

OR

Education: One full year of graduate education leading to a degree in a related field (e.g., Human Resources, Business Administration, etc.); OR a bachelor's degree in a closely related field (e.g., Human Resources, Business Administration, etc.) AND meet Superior Academic Achievement (SAA) based on one of the following: (1) class standing in the upper third of the graduating class;(2) An overall GPA of 3.0 (on a 4.0 scale) OR at least a 3.0 based on courses completed during the final two years of my curriculum; a GPA of at least 3.5 based on the average of required courses completed in my major field OR based on the average of required courses completed during the final two years of my curriculum: or (3) election to a membership in a national scholastic honor society. Combination of Education and Experience : Specialized experience and graduate-level education as described above which when combined equals 100% of the requirements.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
