Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Regulations and Rulings, Communications & Business Management Branch located in Washington, DC. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above. Duties As a Correspondence Analyst, you will serve as a central control point for all incoming/outgoing correspondence within the directorate. Assuming responsibility for the flow and control of priority correspondence. This position starts at a salary of $85,447.00 (GS-11, Step 1) to $133,142.00 (GS-12, Step 10). CBP Office of Trade is the architect of the most robust customs system in the world and the second largest revenue source for the U.S. Government. We facilitate legitimate trade, enforce U.S. laws, and protect the American economy as well as consumer health and safety. Collaborating with industry and government partners, we create a fair, competitive, and safe trade environment, and we enforce U.S. trade law to protect national economic security. Our expertise in the trade community allows us to lead the development of streamlined and efficient processes that provide certainty for legitimate importers, while combatting transnational crime. Major duties for this position include but are not limited to: Serving as a main point of contact for all incoming and outgoing taskings, deliverables, and correspondence, and as a primary contact person between Office of Trade (OT) offices regarding tasks correspondence assigned to OT for response. Reviewing, analyzing, and prioritizing all incoming tasking deliverables and correspondence for offices within the OT flowing from the Executive Director, Deputy Executive Director and Division Directors, OT Headquarters, the CBP Front Office, other CBP program offices, various U.S. Department of Homeland Security (DHS) components, the White House, Congress, other Federal or state agencies, non-governmental organizations, and from private citizens. Assisting with developing graphics, and visuals, consistent with the Office of Trade brand. Planning, developing, and coordinating briefings, Microsoft Forms, presentations, and conferences for executive management on special projects. Analyzing tasks, issues, and problems and independently preparing correspondence on behalf of OT management. Requirements You must be a U.S. Citizen to apply for this position. Qualifications Experience GS-11: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Reviewing, and prioritizing incoming and outgoing taskings, deliverables, and correspondence from leadership routing items to appropriate parties within established timeframes. Entering and updating data in tracking systems, monitoring and maintaining accurate records on a daily and weekly basis. Drafting and editing fact sheets, talking points, issue papers, briefing memos, and other communication products for management, applying internal policies to ensure consistency and completeness. Assisting leadership by identifying misrouted or incomplete documents, making recommendations, and ensuring compliance with agency guidelines. Education Substitution GS-11: A Ph.D. or an equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree or an LL.M. degree may substitute for experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester hours or 81 quarter hours. OR Combining Education and Experience GS-11: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-11 grade. Experience GS-12: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Analyzing and triaging all incoming and outgoing correspondence by reviewing, prioritizing, and assigning tasks to ensure proper routing and timely response to high-level inquiries. Coordinating and tracking deliverables by generating and maintaining tracking documents, using analytical methods to monitor progress and ensure completion of assigned correspondence within established deadlines. Drafting and editing sensitive correspondence by researching, fact-finding, and preparing clear and concise responses for executive management, including updating fact sheets, talking points, and briefing materials. Advising management on correspondence procedures by providing guidance on format, template, timeframe, priority, and approval requirements to ensure compliance with agency guidelines. Managing correspondence databases by entering data, reviewing web requests, and assisting with the development of graphics and presentations in alignment with communication standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/12/2026. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
