SURVEYOR, DEVELOPMENTAL DISABILITIES ADMINISTRATIVE OFFICER III

Main Purpose of Job The mission of the Office of Health Care Quality (OHCQ) is to protect the health and safety of Marylanders and to ensure public confidence in the health care and community service delivery systems. As a state survey agency, this position conducts licensure, certification, and survey activities in licensed and unlicensed health care facilities or programs on behalf of the Maryland Department of Health and the Centers for Medicare & Medicaid Services. Responsibilities include determining compliance with state, federal, and local laws and regulations, standards of care and practice; evaluating the quality of care and services to individuals with developmental disabilities in settings such as intermediate care facilities for individuals with intellectual disabilities (ICF IID) and forensic residential centers (SETT unit); and performing administrative duties such as training other surveyors, interpreting regulations, providing technical assistance, participating in informal dispute resolution conferences, and providing testimony in hearings. The work is primarily field‑based with a variable schedule and location based on agency needs. Position Grade and Location Grade 15 – MDH, Office of Health Care Quality, Columbia, MD 21046 Minimum Qualifications Education: Graduation from an accredited high school or possession of a high‑school equivalency certificate. Experience: Three years of administrative staff or professional work. Experience Substitutions 30 college credit hours from an accredited college or university may substitute for each year of the required experience, up to two years. A Bachelor’s degree may substitute for the required experience. U.S. Armed Forces military service as a commissioned officer may substitute if it involved staff work that required independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules, or regulations, or analyzing operational programs or procedures with recommendations for improvement on a year‑for‑year basis. Desired or Preferred Qualifications Experience conducting audits, surveys, investigations, or quality assurance activities. Experience writing correspondence, summaries, or reports. Licenses, Registrations and Certifications Employees may be assigned duties requiring operation of a motor vehicle and must possess a valid motor vehicle operator’s license in the State of Maryland.
