Job TitleDirector over Federal Pay and Collect to manage, plan, implement, and evaluate DFAS Government Services accounting and financial programs.Job DescriptionDuties:Serves as the Director over Federal Pay and Collect to manage, plan, implement, and evaluate DFAS Government Services accounting and financial programs.Provides comprehensive knowledge and system-level expertise over inter/intra-governmental activities.Plans, organizes, directs, coordinates, and reviews the work of subordinate organizational elements involved in carrying out the mission and functions of the organization.Maintains constant liaison with all communities generating accounting and other financial data, supporting accounting operations, and/or receiving DFAS products and services.Plans, manages and supervises the assigned organization which consists of administrative and technical personnel. Workload is organized into subordinate divisions, branches or sections within the directorate.Realigns resources, conducts program analyses, and makes decisions in accordance with unit cost outputs, targets and business operations principles. Interprets and clarifies directorate policy and resolves operational problems.In addition, the position is responsible for supervising (either directly or indirectly) work units performing mission essential or support activities which facilitate the mission of the DFAS - Industrial Base Pay Business Line.Directs, supervises, and coordinates a directorate performing professional federal accounting, overseeing critical transactional systems, and delivering mandated fiduciary managerial accounting reports.Provides extensive professional accounting knowledge and expertise in federal appropriation law, accounting theories, principles, practice techniques and accounting systems.Provides program development and oversight responsibilities for the Federal Pay and Collect Program within Government Services.Responsibilities are highly interrelated and interdependent across all DFAS sites, DoW components, and other federal agencies.Requirements:Must be a U.S Citizen.This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.Registered for Selective Service (males born after 12-31-1959.)Suitable for Federal employment.Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.Obtain/Maintain Financial Management Certification.New employees to the Defense Finance and Accounting Service will be required to successfully pass the E-Verify employment verification check. Combinations of education and experience may also be sufficient.Basic Requirements: This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:(1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR(2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.You may need to send proof of education or of certification to be considered for this position.GS-14 Level:In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-13 for GS-14) in the Federal service, which demonstrates the ability to perform the duties of the position.GS-14 Specialized Experience Is Defined As:Providing expert-level professional accounting, finance and reporting services, management advice, and assistance to supported customers in the application of accounting theories, concepts, principles and standards to independently negotiate solutions to the most complex issues related to operational accounting and finance work.Examples of Qualifying Specialized Experience:Expert knowledge of accounting principles, standards, theories, practices, concepts, and techniques sufficient enough to provide advisory and consulting services to senior leadership, operational managers, and supported customers on accounting and financial mattersAbility to independently resolve controversial financial management issues complex in nature.Provide authoritative interpretations of national and organizational policies and provide recommendations on overall structure and processing requirements of accounting systems; and, ability to design, develop, integrate, and implement new functional and financial systems.Experience preparing, validating, auditing and analyzing financial statements, records and reports.You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.Education GS-14 Substitution of Education for Experience:Education is not substitutable for specialized experience at this grade level.This position requires you to obtain and maintain a Level 3 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 3 Certification in which case you must complete the certification within the original 2-year period.
