Team Leader

Job Summary As Team Lead in Information Services, you will assist the manager with integrating and coordinating overall department activities to achieve corporate goals. You will evaluate, select and implement project requirements, develop new techniques or technologies, maintain effective relationships with staff, vendors, and stakeholders, and supervise development, execution and maintenance of assigned systems. What You’ll Do Lead a team of developers to develop, execute and support systems and services. Adapt and integrate appropriate technologies to key projects and systems to facilitate corporate goals. Forecast and allocate resources to satisfy client demand and appropriately staff projects. Identify and recommend the long‑term direction for application and infrastructure system design. Understand the needs, impacts, drivers and requirements of the business areas. Provide input to divisional planning activities. Interview and select employees. Select and supervise contractor staff, when applicable. Make salary and promotion recommendations to the manager. Assist Agile teams in carrying out their responsibilities and adhering to the Agile process. Ensure project management principles (Initiating, Planning, Executing, Monitoring/Controlling, Closing) are adhered to. Ensure the established change‑management process is followed. Produce, communicate and supervise periodic staff, project plans and status reports. Substitute for the manager in her/his absence. Core Responsibilities Accountable for the evaluation, selection, and implementation of project requirements, often involving new techniques or technologies. Create and maintain effective working relationships with staff, key business units, vendors, consultants, contractors and other operational units within Information Services. Supervise the development, execution and maintenance of systems and/or services assigned to the team. Participate in division and unit planning processes. Research and select application development tools that align with business objectives. Serve as a visionary and business‑to‑technical liaison, translating complex technical information into understandable terms. Qualifications Minimum of eight years of experience in Information Technology, preferably in Application Development and/or Infrastructure. At least one year as a Lead Developer, Senior System Administrator or equivalent. Strong leadership, team and collaboration skills; ability to coach, develop and motivate team members. Knowledge of systems development methodologies, programming languages, infrastructure architecture and health‑care industry trends. Understanding of project management principles, Agile principles and the ITIL framework (Problem Manager). Experience with change management, security practices, telecommunications, network, server technology and data architecture. Knowledge of Service Level Agreements (SLAs) and Operational Level Agreements (OLAs). Experience in hiring, salary and promotion recommendations, and contract staff supervision. Strong problem‑solving and independent, creative thinking skills. Education and Experience High School diploma or equivalent required; Bachelor’s Degree preferred. ITIL Foundations certification preferred or required within 12 months of starting. Project Management certification preferred. Technical knowledge of the technologies used by BCBSKS is required; working knowledge of Mainframe, Distributed, Web‑based architectures desired. Compensation Annual base salary $125,600 – $157,000.
