Contracting Specialist

Duties

• You will be responsible for all contracts issued under the authority of the Echelon IV or Echelon III Command.
• You will be accountable for the Acquisition Department's overall effectiveness and compliance with the applicable laws, regulations, policies and procedures.
• You will serve as the Command's principal consultant on contractual matters and senior contracting approval authority.
• You will provide expert advice to senior level officials, military and or civilian personnel from DON, DOD, other Federal Agencies and senior industry management officials on matters of procurement, policy or best practices.
• You will represent the Command in various high level conferences, meetings and or panel sessions on matters related to NAVFAC product and services.
• You will serve as the Acquisition Community Manager for all Contract Specialists in the Command Area of Responsibility ensuring the right people with the right skills are in place for successful execution of acquisition responsibilities.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• You will be required to obtain and maintain a current valid United States driver's license.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Managing pre-award and post-award contracting functions relating to the planning, development, advertisement, award and administration of contracts;
• Advising on matters of procurement, policy and best practices to senior level officials, military and/or civilian personnel, including DoD, DON and other Federal Agencies and senior industry management officials;
• Developing directives, instructions and guidelines to establish internal policies and procedures concerning execution and administration for field contracting personnel; and
• Providing administrative and technical supervision of subordinate personnel and recommend delegation of administrative and contract authority to subordinate supervisors, officers and field offices.
