Job Description and Duties

Are you a Personnel Specialist interested in promoting into the thrilling classification of the analyst series? If so, the Secretary of State’s Management Services Division, Human Resources Bureau is looking for creative and dedicated person to become part of its dynamic team. Human Resources work will challenge the analyst to be open-minded and flexible in finding solutions to personnel and payroll issues and situations. The Secretary of State’s Office is recruiting to fill one, full-time, Analyst I position.

As part of the Personnel Transactions team, the incumbent will work closely with other HR peers to perform process analysis, systems development, audits and reporting, special projects, agency-wide communication dissemination, as well the full range of personnel transactions. In addition to managing and supporting personnel and payroll actions for an assigned roster, the incumbent serves as a subject matter expert on policies and procedures regarding personnel and payroll matters and acts in a lead capacity to perform analysis to develop business requirements to maintain, enhance or modify internal service management systems including but not limited to the internal timekeeping system, ARTS, and the Service Now platform including the Employee Service Center.

• General knowledge of payroll processing, laws, rules, regulations, policies, and procedures.
• Experience with the health, dental, and vision benefits.
• Service-minded with the ability to remain flexible and adapt to rapid changes in priorities and work assignments while maintaining a high degree of accuracy.
• Ability to think critically, research and interpret data, apply laws, rules, bargaining unit contracts, practices and principles as they apply to personnel management and human resources.
• Strong written and verbal communication skills and the ability to clearly present complex and accurate information from thorough and complete analyses.
• Demonstrated ability to analyze and solve complex problems and recommend an effective course of action, perform completed staff work, and establish priorities for the completion in accordance with sound time-management methodology.
• Be results-driven with an ability to think creatively, process improve and develop and facilitate training.
• Have excellent attendance, self-motivation, and determination to provide a stellar customer service experience.
• Proficiency in Microsoft Office Suite (e.g., Excel, PowerPoint, Word, Visio).

Working Conditions

This position will be expected to be 100% on-site to perform normal duties. Hybrid schedule may be available after successfully passing the 12-month probation period.
