Human Resources Operations and Strategy, Division of Human Resources (HR), provides centralized human resources services to the general public, applicants, managers, and employees of the Colorado Department of Human Services (CDHS). Consultation services include: benefit administration; compensation; equity, diversity and inclusion; employee relations; HR policy development; job analysis; job evaluation and classification; organizational development; New Employee Orientation; performance management; interpretation of CDHS HR policy, state personnel rules, state and federal employment laws; progressive discipline; records management; recruitment; responding to grievances, appeals, charges of discrimination; reorganization issues; retention; selection and selection appeals; settlement advice; strategic planning and overall HR guidance to CDHS managers, supervisors and employees. Description of Job Weekly Hybrid Working Arrangements Minimum 2 days In Office and Maximum 3 days Remote Work Must Be Able To Report To An office location in one (1) of these three (3) areas: Denver: 3648 W. What You Will Be Doing Acts as an internal consultant by analyzing and recommending human resource solutions for issues identified within assigned programs and client groups. Consults with program leaders and guides employee relations concerns by using local, state, and federal laws, in addition to State Personnel Board Rules, Partnership Agreements, and Side Entity Agreements. Coaches and provides counseling to agencies in a variety of platforms: one-on-one training, attending program leader meetings, and facilitating CDHS Open Houses. Works with supervisor, manager, and/or the Attorney General’s office on personnel matters that are complex in nature and that may need additional support for guidance on program decision-making. Manages work through the E&LR Case File Management process and is responsible for keeping cases up-to-date. Job Evaluation - Advises and consults with assigned clients on job evaluation and position description development by implementing a formal process for evaluating the work performed in CDHS positions, determining the correct job classification, and updating/reviewing position descriptions to include: union designation, line staff authority, conditions of employment, FLSA status, and background requirements. Provides management with data pertaining to Staff, Senior, and Leading Authorities in CDHS. Consults on business unit restructure, workforce planning, and succession planning. Conducts training for CDHS leadership and staff on job evaluation, position description requirements, and best practices. Provides ongoing coaching and mentoring based on client needs. Talent Acquisition - Administers recruitment processes, including assessment and selection of candidates, employing industry best practices in alignment with applicable board rules and regulations. Provides recruitment counsel and guidance to hiring managers. Uses applicant tracking system (NeoGov) to track and manage applicants through the selection process. Administers Talent Acquisition (TA) and recruitment processes in alignment with organizational objectives, initiatives, and culture. Spearheading designated recruitments, this role demands a comprehensive comprehension of HR best practices and business acumen to efficiently achieve customer objectives. Navigates technical tracking systems, including but not limited to Neogov, eClearance, CPPS/HRDW, and applicable spreadsheets to manage recruitment and process a hire. Provides consultation to ensure adherence to relevant rules, regulations, laws, and established processes, thereby ensuring compliance while navigating the recruitment process. HRIS management and Other Duties As Assigned - Other duties as assigned. Provide backup support to other HR team members as necessary. Manage the HRIS personnel action process throughout the life cycle. Minimum Qualifications Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Six (6) years of relevant experience in Human Resources including Talent Acquisition and Job Evaluation OR Education And Experience A combination of related education in Human Resources and/or experience in Human Resources including Talent Acquisition and Job Evaluation or similar field equal to six (6) years. Preferred Qualifications Relevant State Exp Experience in high volume recruitments Excellent organizational skills with the ability to pivot and reorganize priorities Ability to communicate effectively with a wide ranges of people Ability to adapt to system and process changes with ease COWINS Partnership Agreement: Relevant years of State service should be considered as a preferred qualification and given weight under the process. Part-time relevant years of State service will be prorated. TRANSFERS ONLY: Relevant years of State service will be considered as a preferred qualification and given the weight of at least 15% of the overall score under the process. Relevant years of State service contribute to a candidate's position-related knowledge, skill, ability, behavior, or other posted competency Conditions Of Employment Special Qualifications: The incumbent of this position must pass the State Personnel Certification Program for Job Evaluation and the Selection Process. CDHS Selection Process Explanation Employment history is calculated on a full-time basis (40/hrs. per week). Part-time employment is calculated on a prorated basis to determine qualifications.
