Engineer I/II/III

Description Responsible for providing engineering and project management for sanitary sewer, stormwater, facilities, roadway, and other Capital Improvements projects. Oversees, reviews, and inspects the work of contractors and consultant engineers to ensure adherence to bid specifications and plans. Serves as a project coordinator and ensures that engineering plans and calculations meet required standards. Provides engineering support by creating engineered design drawings using AutoCAD (Computer Aided Drafting), specifications, and schedules. Also approves consultants' and contractors' payment invoices, ensuring that work completed is proportional to the amount requested. Performs field inspections and surveys, prepares a variety of technical reports, cost estimates, and correspondence, and reviews submitted plans, drawings, and proposals while assisting with citizen requests and plan reviews as needed. Minimum Qualifications Required: A bachelor’s degree from an Accreditation Board for Engineering and Technology (ABET) program in an approved engineering or engineering technology degree. Must obtain the Virginia Department of Environmental Quality (DEQ) Erosion and Sediment Control Plan Reviewer and Stormwater Management Plan Reviewer certification within 12 months of hire (dependent on functional area). Engineer II consideration: Bachelor’s degree (ABET), minimum of two (2) years of relevant industry experience, FE exam passed, designated as an EIT through Virginia Department of Professional and Occupational Regulation, base salary $83,652. Engineer III consideration: Bachelor’s degree (ABET), minimum of four (4) years of relevant industry experience, registered as a valid PE in any of the 50 United States, base salary $92,227. Possession of a valid driver’s license issued by the Commonwealth of Virginia. Successful completion of pre‑employment checks (criminal history, background, DMV record checks). Supplemental Information Technical expert on construction projects, able to make necessary field changes as required. Proficiency in using AutoCAD. Comprehensive understanding of engineering concepts and principles, especially sanitary sewer, water systems, and stormwater construction and design; familiarity with electrical and mechanical systems related to building construction is preferred. In‑depth knowledge of construction management principles and practices, including planning and design principles. General understanding of project management with the capacity to prioritize and delegate work effectively. Familiarity with local government, land use regulations, and urban planning. Ability to adapt to various work environments, including office settings, construction sites, or outdoor locations, with exposure to different weather conditions. Physical aptitude to operate office equipment, engineering machinery and tools (level, blueprint machine, computer, calculator, drafting utensils, etc.) and a motor vehicle. Physical demands are classified as Light Work. Ability to comply with reporting during inclement and extreme weather conditions, often outside normal hours. Earliest Start Date July 13, 2026.
