Summary

The Program Controls Manager II – Transmission Program Management Office will be responsible for managing and tracking financials and scheduling for Transmission capital projects. The Project Manager leads a high level team of analysts in the development, planning, scoping, scheduling and execution of a multi-year Transmission capital financial portfolio.

Key Roles & Responsibilities

Directly or through others, the incumbent:

• Participate in the development and implementation of a multi-year Transmission portfolio
• Responsible for overseeing all project financials and reporting of spend to established Capital Expenditure (CAPEX) and Transmission Cost of Service (TCOS) targets.
• Maintain relationships with other organizations such as Asset Investment Strategy (AIS), Financial Support, Transmission Engineering, Transmission Operations, Transmission Planning, and contractor resources as required.
• Serve as interface between Transmission and AIS to ensure alignment with forecasting and timing of Transmission capital spending.
• Develop work practices between other Transmission teams to manage and track financials for all Oncor projects, including development and communication of metrics to key stakeholders to take appropriate actions.
• Promote safety awareness and create a culture committed to safe work practices
• Coordinate delivery of the Public Utility Commission (PUC) Transmission Projects Information Tracking (TPIT) report, including meetings with key stakeholders.
• Manage staff responsible for tracking and reporting updates on line material, specifically transmission structures and conductor. Develop control procedures for material used for transmission projects, including development of material to communicate the key stakeholders the status of ordered material.
• Advance control procedures around unbilled accruals, including use of systems such as Automated Construction Information System (ACIS) for contractor invoicing.
• Manage the team that produces the transmission construction schedules.
• Provide all reports needed to facilitate various transmission group including construction management, transmission operations, TPMO, and contractor checkpoint meetings.
• Manage the communication between the scheduling and analysts to improve financial forecasting.
• Respond to various report requests from other organizations as requested.
• Provide supporting month-end financial documentation to Internal Audit as requested to demonstrate compliance with Oncor’s Sarbanes-Oxley (SOX) compliance program.

• Performs all essential aspects and functions of the job as well as any other specific job requirements.

Education and Experience

• Education – Bachelor’s degree in engineering, business, finance, accounting, project management, or 5 years of experience in the operation and/or management of project controls/finances with an electric utility Transmission organization.
• Experience – Two years of experience in an accounting role or in a leadership or management role within finance. Five plus years of operational and finance oversight experience in electric Transmission operations.

Measures of Success

• Month-end financial processes are completed on-time and in accordance with Oncor’s SOX compliance program.
• Monthly financial projection reporting is submitted on-time to the AIS organization.
• CAPEX and TCOS targets are met.
• Financial risks are communicated to appropriate stakeholders.
