Position Title: Chief Fiscal Officer Department: Finance Reports to: Vice President for Administration Employment Status: Full-time, salaried Range: $115,000-$125,000 Founded in 1953, Hudson Valley Community College (HVCC) located in scenic Upstate NY is a multi-campus College with locations in Troy and Malta New York. HVCC offers more than 80 degree and certificate programs in three schools: Business and Liberal Arts; Health Sciences; and Science, Technology, Engineering and Math (STEM). Hudson Valley is one of 30 community colleges in the State University of New York (SUNY) system and serves nearly 9,000 students each year. Position Overview Reporting to the Vice President for Administration, the Chief Financial Officer (CFO) is responsible for ensuring the institution’s financial health, stability, and long-term sustainability. The CFO provides leadership and oversight for a broad range of financial functions, including accounting, treasury and investment management, financial planning and analysis, compliance, and financial reporting Working closely with the Vice President, President, and other senior leaders, the CFO plays a critical role in institutional strategic planning and decision-making by developing and implementing financial strategies that support the College’s mission, priorities, and long-term goals. The CFO ensures sound stewardship of institutional resources, maintains compliance with applicable laws, regulations, and accounting standards, and promotes effective financial management practices across the College. Minimum Qualifications Bachelor’s degree in Accounting, Finance, Business Administration, or a related field from an accredited college or university, or possession of a Certified Public Accountant (CPA) license/certification. Minimum of seven (7) years of progressively responsible experience in accounting, finance, or financial management, including oversight of these functional areas. Demonstrated expertise in preparing complex financial analyses and detailed financial reports to support strategic decision-making. Comprehensive knowledge of financial management principles, investment practices, statutory and regulatory requirements, Internal Revenue Service (IRS) regulations, funding formulas, and applicable compliance mandates. Proven ability to apply sound financial judgment, manage competing priorities, and effectively communicate complex financial information to diverse stakeholders. Preferred Qualifications Master’s degree in Accounting, Finance, Business Administration, or a related field from an accredited college or university. Certified Public Accountant (CPA) license/certification. Experience in higher education finance. Experience working within the State University of New York (SUNY) system. Experience with Ellucian Banner ERP systems. Experience working in a unionized environment, including knowledge of collective bargaining agreements. Scope of Duties Provide strategic leadership and oversight for the planning, organization, and management of the College’s Accounting and Fiscal Operations. Lead and oversee the offices that include Accounting, Bursar/Cashier, Financial Services, Audit and Purchasing, and related financial functions of the College. Oversee the financial operations of the College, including monitoring operating and capital accounts; resource allocation and control; chart of accounts administration; account reconciliations; year-end closings; tax filings; audit preparation; accounts receivable and payable functions; preparation of financial statements and reports; cash management; revenue forecasting; risk assessment; and other related fiscal activities. Provide leadership to enhance operational efficiency and optimize the use of the College’s Ellucian Banner financial management system and related technologies. Serve as the College’s primary liaison with external auditors and lead the planning, coordination, and successful completion of the annual financial and compliance audits. Develop and implement guidelines to ensure the timely and successful completion of annual and periodic financial audits and maintain compliance with applicable accounting and regulatory standards. Oversee the College’s procurement and purchasing functions to ensure the efficient, economical, and compliant acquisition of goods and services in accordance with policies and statutory requirements. Identify, assess, and mitigate financial risks associated with enrollment fluctuations, funding uncertainties, economic conditions, and other external factors. Develop, implement, and maintain internal control systems, financial reporting standards, policies, and procedures that ensure compliance with applicable laws, regulations, restrictions, and Generally Accepted Accounting Principles (GAAP). Ensure compliance with Board of Trustees policies; College, County, State, and Federal regulations; Governmental Accounting Standards Board (GASB) requirements; SUNY policies; and other statutory mandates. Serve a finance liaison to internal departments, the Board of Trustees, Rensselaer County, SUNY System Administration, and other external stakeholders. Prepare, present, and communicate financial information, analyses, and reports to a variety of internal and external audiences, including senior leadership, trustees, regulatory agencies, and community partners. As designated, act on behalf of the Vice President for Administration and represent the division in meetings, committees, and institutional initiatives. Perform other duties as assigned.
