We have a hot requirement for a REMOTE Senior Business Analyst with 10+ years of experience and strong RBDMS/Oil & Gas regulatory domain expertise .

Role Overview
The Senior Business Analyst will support complex technology and mainframe transformation initiatives for the Railroad Commission of Texas, with a focus on requirements analysis, legacy-system analysis, business-process improvement, technical documentation, data migration, data modeling, UAT, and production support.
Mandatory Requirements
Candidates must have:
- 10+ years of Business Analysis experience on software development projects
- 3+ years of recent RBDMS (Risk Based Data Management System) / Oil & Gas regulatory experience
- Strong hands-on experience with requirements elicitation, traceability, use cases, prototyping, and data modeling
- Mainframe/COBOL experience
- Strong SQL experience
- Data migration experience
- Production support / root-cause analysis experience
- Experience with business and functional requirements, technical specifications, design documentation, and process modeling
- Experience facilitating sessions with business and cross-functional teams
- Experience supporting UAT, training, implementation, and production activities
- Strong technical writing, communication, analytical, and presentation skills

- SSIS / ETL
- Snowflake
- Process improvement methodologies
- Oil & Gas compliance/enforcement projects
- Bachelor's degree in Computer Science, Business Administration, or related field
- CCBA / CBAP or similar certification
